Summary
Spire Midstream is seeking a Manager, Midstream Projects, to join its midstream operations team. The Manager, Midstream Projects, leads the execution activities for capital projects through the Front-End Loading, Detailed Design, Construction, Start-up, and Project Closeout phases of the project cycle. The Managing Director, Midstream Projects works directly with operations, engineering, finance, and midstream leadership to lead the multi-discipline effort for a capital project.
The position coordinates with all support stakeholders such as operations, procurement, compliance, and other disciplines for field executed work. The Manager, Midstream Projects will lead both brownfield and greenfield construction, testing and commissioning in order to ensure completion of projects as efficiently, effectively, and safely as possible. The position monitors and controls progress and performance against the approved project schedule plan and reports to Management as directed.
This position will also support Business Development as needed in screening and evaluating the feasibility of potential opportunities including, fatal flaw analysis, scope definition, planning, order of magnitude cost estimates, and identification and control of impacts to existing facilities.
This position reports to the President, Spire Midstream.

Duties And Responsibilities
- Drive project execution, completion, and coach the Midstream team on continuous improvement of Spire Mainstream’s capital project execution processes
- Provides for overall planning, organization and execution during design and construction
- Develops staffing plans and organizes resources for each project
- Directs and coordinates all permitting, design engineering, procurement, and construction activities
- Leads the project execution planning including developing recommended contracting strategy
- Responsible for project construction and oversees construction activity
- Analyzes project risks and develops and implements mitigation plans as may be required
- Controls the initiation of and the updating of project schedules and cost estimates. Closely monitors and controls project cost and schedule progress
- Manages change to established scope and baseline schedules to project completion
- Ensures timely and accurate communication and reporting across the department and to identified stakeholders
- Identifies and takes corrective action to ensure the project goals for cycle-time, cost, and quality are met
- Assumes full responsibility for the successful and safe execution of each assigned project for schedule compliance, budget compliance and ensure the company receives the correct and complete scope and quality of deliverables
- Coordinate with various stakeholders in active plant and operating organizations to successfully execute approved projects on time and on cost
- Provide input to strategic decisions that affect the functional area of responsibility
- Organize and coordinate the implementation of project management systems and quality control systems for each assigned project
- Plan and identify upcoming tasks, potential problem areas, technical information, staffing priorities and identify solutions where necessary
- Ensure strict compliance with the Management of Change Processes, and regulatory compliance
- Perform field walk downs and data collection, as necessary. Position necessitates field activities, climbing and travel is required
- Extensive travel requirements may be involved to meet with, train and assist local asset operators in Wyoming, Oklahoma, and Missouri
- Work effectively with Spire’s shared services organizations, including business development, legal, treasury, accounting, procurement, etc.
- All other duties as assigned by President, Spire Midstream
- Technical Proficiency: Demonstrates knowledge in the construction and operations of oil & gas facilities, pipelines, gas storage, and natural gas processing facilities

- Minimum Education: Bachelor of Science in Engineering Degree
- Preferred Certifications: PMP certification from PMI (or in the process of obtaining one)
- Minimum of 5 ( ) years of project management or leading roles and 10( ) years of Engineering and project experience in US LNG projects. Experience working with operations teams
- Experience with FERC, PHMSA, OSHA, EPA permitting and operating regulations for transmission and gas processing facilities
- Experience with applicable state regulations for permitting and operating regulations for transmission and gas processing facilities as may be required for Midstream locations
- Home base work location: Houston, TX
- Solid understanding of all aspects of the physical gas value chain (i.e., Upstream, Midstream, and Downstream)
- Familiarity with ASME, API and NACE/AMPP recommended practices
- Knowledge of gas industry regulatory processes at both state and federal levels
- Unwavering personal commitment to the safety of our employees, contractors, and facilities
- Able to communicate at a senior level with internal management and counterparts in other companies
- Strong communication and interpersonal skills are required to provide effective intra and inter-discipline coordination on projects, as well as effective communication with clients and vendors
- Must be organized, self-directed, able to prioritize and multi-task, and work in a team environment
- Ability to coordinate and work on multiple projects at the same time
- Familiarity with Microsoft Office 365 Application Suite
- Familiarity with Project Scheduling application software as specified by Spire
- Strong organization, time management, and attention to detail
- Direct supervisory responsibility.
