SALARY: $124,158-$148,251. Experience increments depend on experience in the same or similar position. Promotion or transfer placements will be determined by percentage of increase and consideration of appropriate experience credit.

Develop and implement an organizational/administrative structure for delivery of professional/technical education that supports the building of partnerships internally, between school buildings and throughout the community at large.

Responsibilities

  • Design, plan, and implement goal-oriented short- and long-range growth plan for professional/technical education. Supervise the administration and operation of all local, state, and federally funded programs in professional/technical education.
  • Develop partnerships and linkages with the local Chambers of Commerce, service clubs and related organizations, Workforce Development Council, Joint Apprenticeship and Training Councils, employment security, city and county leadership, and the local post-secondary educational institutions.
  • Market professional/technical education programs to the community at large.
  • Develop partnerships and program equity between buildings and administration.
  • Facilitate program advisory committees and the general advisory council to support program advancement and restructuring.
  • Facilitate a community and business/industry needs assessment to determine appropriate program operation and enhancements.
  • Develop and implement an assessment process that supports total program review and inventory to determine cross curricula opportunities, enhanced funding options, comprehensive career guidance programs, and articulation/post secondary advanced placement opportunities for program completers.
  • Build partnerships and matriculation opportunities for professional/technical education students with the local Skills Center.
  • Implement and manage an all-inclusive needs based budget development and expenditure process.
  • Collaborate with building administration to manage professional/technical education staffing, hiring, instructor certification and professional development.
  • Support curriculum and instruction, school-to-career transition activities, and the integration of professional/technical education across the core academic areas to improve student learning.
  • Facilitate cross-curricula study/in-service groups for purpose of education and exploration of appropriate collaborative and integrated program offerings.
  • Explore with advisory committees and business community at-large the implementation of career academies and community-operated programs. Expand instructional program operation beyond the traditional school building walls.
  • Develop a comprehensive guidance and counseling program that supports career and educational planning, career and interest assessment, school-to-career transition activities, tech prep, and worksite/work-based instructional activities.
  • Develop and implement a comprehensive safety program for laboratories that is consistent with the Department of Labor and Industry Standards and the Program Safety Guide published by the Office of the Superintendent of Public Instruction.
  • Participate in the development, coordination, and implementation of district STEM Plan.
  • Contribute to the development of secondary STEM curricular pathways.
  • Support the provision of after-school STEM opportunities for students.
  • Support schools and other program staff in identifying research based interventions in STEM specifically focusing on students not at standard.
  • Develop and maintain a positive working relationship with district staff, community partners, and patrons.
  • Coordinate the development, approval, and administration of new courses, programs, and grant applications in alignment with instructional programs framework.
  • Consult with principals and site managers regarding recruitment, selection, in-service training, assignment, transfer, promotion, and probation of teachers and instructional assistants.
  • Prepare and administer budgets.
  • Prepare or direct the preparation of reports as required by district, local, state, and federal authorities.
  • Plan and conduct staff development activities and meetings as necessary.
  • Apply for and administer state and federal professional/technical education grants.
  • Select and recommend equipment and instructional materials for purchase.
  • Perform other duties as assigned.

Qualifications

  • Demonstrated aptitude, ability, and related experience for successful performance of the responsibilities listed.
  • Five or more years of credentialed experience teaching CTE courses.
  • Holds or has the ability to obtain a CTE Administrator certificate.
  • Bachelor's degree required. Master's degree preferred.
  • Broad and varied management, marketing, and organizational development experience. Knowledge of and experience with public schools preferred.
  • Demonstrated success displaying multicultural and ethnic understanding and sensitivity, and communicating effectively with all cultural groups.
  • Demonstrated successful and culturally responsive leadership experiences in staff leadership, supervision, and evaluation, and demonstrated ability to work effectively with teachers to improve instruction.
  • Demonstrated success in supporting and sharing the organizational vision while collaborating with diverse staff to accomplish goals and problem solve.
  • Demonstrated understanding of the change process and its relationship to current trends in charter schools and other innovative educational models.
  • Demonstrated effectiveness in using computer technologies to enhance instruction and to manage building functions.
  • Demonstrated success in exercising good judgment, insight, self-awareness, integrity, and cultural responsiveness when interacting with diverse employees, students, and patrons.
  • Demonstrated effectiveness representing the school in the community through business partnerships and activities.
  • Demonstrated understanding of effective leadership and instructional practices which lead to high levels of student engagement and achievement.
  • Demonstrated understanding of socially just practices and strategies which enhance student achievement.
  • Demonstrated ability to foster an environment that focuses on quality results while motivating, developing, and supporting a diverse staff, encouraging continuous improvement, and working effectively as a member of a diverse team.
  • Demonstrated strong work ethic and ability to work outside regular office hours as needed to accomplish tasks, provide support to building administrators, provide staff development, or meet with other constituents.
  • Demonstrated commitment and ability to continue one's own lifelong learning, to develop talent and leadership skills in others, to provide critical feedback, and to receive critical feedback in order to maintain high standards for one's self and the organization.

  • Available to work nights and weekends and travel, as needed.

  • Work Schedule – Days and hours (listed above) are subject to change depending on program and district needs.
  • Stipends, Leave Accruals and Holidays – Stipends, leaves and paid holidays are in accordance with the applicable collective bargaining agreement (https://www.spokaneschools.org/Page/314) as negotiated.
