Leads the Engineering Operations Division, provides technical support, and is responsible for development, management, and implementation of infrastructure maintenance programs for the County’s water distribution system, wastewater collection system, and treatment plants. Work is performed under limited supervision, with the employee responsible for determining work plans, methods and procedures, and guiding activities to achieve required goals and objectives. 

This position is essential. Personnel occupying this position may be scheduled to work irrespective of weather conditions and/or general County offices are closed. 

•    Provides leadership and direction to develop short and long-range goals for departmental programs. Researches, analyzes and evaluates existing policies, practices and procedures. 

•    Provides general supervision for the work activities that are executed through the Plant Maintenance/Electrical Manager, Distribution System Manager, and Collection Systems Manager. 

•    Develops and implements preventative and predictive maintenance programs for the areas of assigned duties. 

•    Coordinates with Engineering Services for development and implementation of the Capacity Management, Operations, and Maintenance (CMOM) Program.

•    Evaluates asset inspections and SCADA data to assess condition of infrastructure and determine necessary maintenance or operational procedure changes to increase efficiency.

•    Provides project management for work related to sewer and water repairs and rehabilitation.

•    Manages division budget, ensuring that assigned areas perform within budget.

•    Prepares annual budgets for assigned duties to include efficiency reviews, new initiative development, new staff requests, equipment replacements, and scheduled major repairs. 

•    Ensures all equipment and machinery are properly maintained, maintains adequate inventory of supplies, material, and equipment. 

•    Recommends alteration and/or new policy considerations in regards to the Water and Sewer Design Standards Manual, as well as, overall Department policy interpretation. 

•    Utilizes the CityWorks CMMS Platform for assigned areas of responsibility including review of work orders and program implementation tracking. 

•    Responsible for preparing and managing comprehensive written standard operational procedures (SOP's) to clearly establish roles, responsibilities and accountability to ensure work gets done properly, on time, within budget, and meets quality and operational standards. 

•    Develops written processes and process maps for key work processes. 

•    Demonstrates continuous effort to improve operations, decrease turnaround time, streamline work processes and work cooperatively and jointly with other departments. 

•    Participates in various procurement processes to include initiation of projects as project lead, participates as a member of selection committees, and involved in the contract approval process. Overseas contract administration duties of contracts assigned to the Division/Department. 

•    Ensures Engineering Operations Division is adhering to permit compliance, regulatory compliance, safety procedures, and internal policies.

•    Collaborates and works effectively with contractors, internal and consulting engineers, and other state and County agencies.

•    Develops plans to meet unexpected situations, new developments and changes in programs; prepares for emergencies; understands the factors and conditions affecting operational programs and recommends appropriate responses when they change. 

•    Responsible for the maintenance, upkeep, and physical security of all Utility facilities. 

•    Develops staff schedule and on-call operations. 

•    Analyzes operations and maintenance needs and proposes projects for Capital Improvement Plan (CIP). 

•    Oversees communication to customers in the event of service disruption/emergencies. 

•    Responds to emergencies, develops plans to meet unexpected situations, new developments and changes in programs; understands the factors and conditions affecting programs and recommends appropriate responses when these change; monitors the impact of severe weather on facilities and service. Conducts lessons learned after the fact. 

•    Attends meetings with other agencies to discuss issues. Attends seminars sponsored by water or sewer associations to keep up with technical or management best practices. 

•    Participates in and leads teams, committees and task forces; presents proposals, provides comment and discussion regarding matters before such groups, and leads the group in completing its charge; presents and explains the findings, conclusions and recommendations of such work groups to appropriate parties. 

•    Ensures adequate reliability of systems. 

•    Performs other related duties as required. 

Five (5) to ten (10) years of experience in water and sewer utility system engineering, maintenance, or operations including documented progressive leadership roles; or any equivalent combination of training and experience that provides the required knowledge, skills, and abilities. Bachelor’s Degree in civil engineering, environmental engineering, or related field required – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable. 

Possession of a valid driver’s license issued by the Commonwealth of Virginia. 

Professional Engineer (PE) in the Commonwealth of Virginia is preferred. 

•    Knowledge of the principles and practices of civil engineering as applied to wastewater treatment, water treatment, and collection and distribution infrastructure.

•    Knowledge in municipal engineering objectives, purposes, methods, and practices.

•    Knowledge of federal, state, and local regulations, codes, and ordinances pertaining to water and sewer utilities.

•    Knowledge of the standard methods, materials and equipment employed in basic construction and maintenance operations. 

•    Knowledge of the operations and internal working parts of pump station systems, water distribution systems, sewer collection systems, and treatment plants. 

•    Knowledge in the operation of the equipment and tools used in construction and maintenance work. 

•    Ability to coordinate and supervise the work of a group of workers. 

•    Ability to exercise sound judgment in emergency situations.  

•    Ability to communicate effectively orally and in writing, respectfully and professionally. 

•    Ability to establish and maintain effective working relationships as necessitated by work assignments. 

•    Ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things. 

•    Ability to speak and/or signal people to convey or exchange information. Includes giving instructions, assignments and/or directions to subordinates or assistants. 

•    Ability to read plans, catalogs, manuals, forms, etc. 

•    Ability to prepare work orders, purchase orders, estimates, etc., using prescribed formats. 

•    Ability to speak to people with poise, voice control and confidence. 

•    Ability to apply principles of logical thinking to define problems, collect data, establish facts, and draw valid conclusions. 

•    Ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in standard English and engineering, mechanical and electrical terminology. 

•    Ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; understand and apply the theories of algebra, geometry, trigonometry, descriptive statistics, integral calculus, differential, statistical inference, and methodology of regression and linear programming.

•    Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress.
