Under minimal supervision, coordinates with Division Director, Program Manager, or Project Manager for the implementation of vendor-supplied software packages and coordinates project teams. This will include the installation, customization, deployment, maintenance and on-going support of the assigned applications. Follows standard project management and industry practices, such as the PMI's overall framework. Understands business and technical objectives of tasks and projects and works closely with project/program manager, sponsor, stakeholders, subject matter experts and team members. Assists in establishing project organization and methodologies and defining roles and responsibilities. Works as part of project team as needed, accepts assigned tasks, and evaluates and produces desired outcomes. Identifies and requests resources, as needed. Communicates to program/project manager, stakeholders and project sponsors. Identifies, tracks, and ensures resolution of issues and removal of barriers. Provides technical support to project team members. Designs and implements the components required for complex application features. Plans and coordinates department involvement in completion of related information services projects. Works with all levels of department management and vendors and contractors, and external agencies.

Project Management experience may be required on various projects.
Public Safety application management experience is highly desired.
This is a FY24 position and will not start until after 07/01/2023!

- Creates or assists in creating the project charter.
- Creates a work plan and tracks budget and schedule progress via appropriate metrics.
- Documents risks and develops mitigation plans.
- Manages scope to keep project on schedule and on budget.
- Creates or assists in creation and implementation of a communication plan.
- Provides ongoing support for vendor supplied packages though customized programs, writing queries, producing regional/state/federal required reports, user training and documentation.
- Receives and responds to support requests from users and ensures timely and effective resolution of any and all problems; documents requests and resolutions.
- Performs deployment and installation of application upgrades: trains or coordinates the training for users on new application features; tests the upgrade; tests and modifies custom programs.
- Manages, develop, and controls application interfaces with other vendor packages and current legacy systems.
- Manages projects and applications as needed.
- Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, outside consultants and vendors, assists with complex application issues, and provides technical direction.
- Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
- Either directly coordinates assigned projects or assists Program/Project Manager with various projects involving vendor-supplied software implementation: identifies priorities; establishes projected timeframes for completion of projects and conducts projects accordingly; schedules regular maintenance work.
- Analyzes business process flows to improve efficiency of county employees: reviews department reports/forms and flow chart diagrams of current business processes and systems; evaluates work flow methods/procedures to assess strengths/weaknesses of existing systems; interacts with department director and system users, vendors and other government officials to define details of work flow; develops needs assessments to document current/future needs; recommends solutions to software needs, discusses current analysis, needs assessments, and recommendations with department managers.
- Evaluates new software: assists with procurement of application software packages; researches and evaluates market for best of breed, develops requests for proposal (RFP) and bid packages; evaluates bids and makes recommendations for vendor selection, examining vendor’s product line as well as financial stability and customer satisfaction to determine appropriateness.
- Develops strategies for integration, conversion and customization of new software into business processes.
- Assesses and implements application security, in coordination with the IT Security Officer and other internal and external resources as appropriate.
- Recommends budgetary items that support proposed and implemented systems and applications.
- Develops a variety of technical documentation: develops user documentation to support new software: develops/designs required reports.
- Provides software training, technical support, information, and assistance to users.
- Prepares or completes various forms, reports, correspondence, status reports, flow charts, needs assessments, requests for proposal, technical documentation, user manuals, or other documents.
- Receives various forms, reports, correspondence, flow chart diagrams, strategic plan, bids/proposals, publications, trade magazines, technical documentation, codes, laws, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
- Communicates with supervisor, employees, other departments, system users, vendors, the public, state, federal agencies and other individuals and agencies as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
- Attends various meetings as necessary.
- Maintains a working knowledge of a variety of computer programming languages, operating systems, and software programs associated with work activities, which may include SQL, SSRS, word processing, spreadsheet, database, presentation, scanning, communications, diagnostic, utilities, internet, and email; maintains working knowledge of various computer programs utilized by County departments.
- Additional activities will include public safety software setup, assignment, and management of software modular security, maintenance of the Code Files, evaluation, testing and implementation of version updates, reporting, prioritization, and management of support issues. This includes all products related to public safety; CAD, RMS, Mobile, FRMS and other peripheral systems closely associated with Sheriff’s Office and FREM daily operations.
- Maintains an awareness of new products, applications, technologies, trends, and advances in the profession; reads professional manuals and publications to increase knowledge of computer operations; participates in product training or continuing education activities; attends workshops, seminars, and training sessions as appropriate.
- Performs general/clerical tasks, which may include making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
- Provides assistance to other employees or departments as needed.
- Performs other related duties as required.
