Job Title: Manager, Safety and Risk

Primary Purpose:
Responsible for developing and implementing occupational health and safety programming inclusive of workers' compensation, unemployment, safety, environmental, and health programs while ensuring compliance on legal issues, policies, and training.
Qualifications/Skills:
Education/Certification:
- Bachelor's degree from accredited university preferred or high school diploma and work experience within the field (5 years related experience in workers’ compensation and school safety or occupational health and safety).
- A “workers compensation” adjuster licensure with Texas Department of Insurance preferred.
Special Knowledge/Skills:
- Need for strong communication, organizational and interpersonal skills.
- Ability to conduct risk assessments of campus and facility buildings for safety hazards, safe work environments and fire code violations/corrections.
- Collecting and analyzing loss data, statistics, reports, claims, etc.
- Ability to implement law, develop policies, regulations, and guidelines related to this position and able to advise or recommend needed or corrective actions.
- Budget aptitude is needed to be able to predict funding and monitor expenses of occupational health and safety programs.
- Assess and conduct safety training programs to assure staff members are knowledgeable and requirements are achieved.
- Ability to respond to an emergency scene which may include exposure to hazardous and demanding conditions.
Major Duties and Responsibilities:
Occupational Health and Safety:
- Review student and staff incident/accident reports and identify areas of risk and safety hazards for trends and patterns. May need to adjust programs and training as needed.
- Monitor fire drill and emergency drill information to assess if all drills are being completed at campus level.
- Keep current on new and enhanced state laws and regulations with regard to workers’ compensation, unemployment, safety and health.
- Supervision of AED program to ensure continuous operation of life saving defibrillators. Ensuring warranty is maintained, pads and batteries are not expiring. All buildings, facilities and athletics have appropriate number of units.
- Assist with other health programs with the Nursing Supervisor i.e. bloodborne pathogens program, bleed control kits, trauma kits, drug disposal kits, Sharps containers, etc.
- Assist Director with safety walks on campuses, assist with training of all staff in every aspect of safety.
- Assist Director with all safety related projects.
- Supervision of the Hazardous Materials program and inventory for District.
Unemployment:
- Supervision of the unemployment program.
- Conduct the initial review of claims for unemployment against the District. Investigate and reply to the Texas Workforce Commission appropriately.
- Represent the District at informal telephonic hearings.
- Keep appropriate documentation and budget data.
- Coordinate with Human Resources Department regarding information
Workers' Compensation Administration:
- Supervision of the workers’ compensation program.
- Monitor review process related to of staff member injuries that result in a workers’ compensation claim.
- Monitor all DWC reports, filings, claim information and subrogation for the District.
- Attend and/or monitor informal meetings with claimants, attorneys and Third Party Administrator or Carrier as neededhearings at the DWC offices representing the District for dispute resolution.
- Monitor and report expenses of the workers’ compensation program & administer the departmental budget, record keeping and office operations.
- Monitor continuous training to campus and central office administrators and staff regarding the reporting of workers’ compensation injuries and transitional/modified duty.
- Coordinate information with District Leaves Specialist
Other:
- Perform other duties as assigned.
- Use of personal vehicle to travel the district.
Supervisory Responsibilities: Supervise and evaluate staff and programs.
