Job Summary:  

 

The Primary/ Early Childhood Special Education (ECSE) Coordinator plays a crucial role in ensuring that students, ages three (3) through second (2nd) grade, with special needs receive the necessary support and accommodations to succeed in their educational journey. The job requires a combination of educational leadership, advocacy, and administrative skills.

 

Essential Duties and Responsibilities:  Other duties may be assigned.

 

  • Knowledge of Vermont State Child Care and Early Childhood Licensing Regulations from the Child Development Division including Vermont Agency of Education Act 166 Rules.
  • Must have a clear understanding of all civil rights legislation governing public schools.
  • Possess a thorough knowledge of State and Federal Special Education Law, regulation, and compliance.
  • Possess excellent organization and problem solving skills to mediate issues and build relationships for consensus with students, families and colleagues.
  • Assists in hiring of special education faculty and staff. 
  • Assists in the management, supervision and evaluation of special education personnel in collaboration and direct communication with the Director of Special Services and Primary/Early Childhood Principal.
  • Serves as the primary LEA at IEP related meetings for ages three (3) through second (2nd) grade to maintain student-centered systems to help the student close the academic and behavioral gap(s).
  • Assists in the development of 504 plans when necessary.
  • Serves, in conjunction with the primary principal, as the Early Multi-Tiered Systems of Support (EMTSS) liaison.
  • Assists in the oversight of the special education referral and evaluation process for ages three (3) through second (2nd) grade.
  • Assists IEP, 504, and EST teams in determining a child’s placement and FAPE.
  • Serves as a liaison with agencies involved with special education.
  • Participates in building level and district level administrative meetings. 
  • Assists in the collection of data for Child Count, Child Find, State reporting, and budget preparation.
  • Assists in coordination of transportation for eligible special education students. 
  • Assist with Extended School Year (ESY) services for ages three (3) through second (2nd) grade.

 

Supervision ReceivedReports to, receives daily work assignments, and is evaluated by the Director of Special Services.

 

Supervisory Responsibilities:  Supervises special education staff within the Primary/Early Childhood Special Education (ECSE).

 

Qualification Requirements:

  1. Education and ExperienceMaster’s degree in Education with Vermont Director of Special Education endorsement.  License in Early Childhood Education and/or Early Childhood Special Education with three to five (3-5) years of relevant experience, or a combination of education and experience from which comparable knowledge and skills are acquired.
  2. Language Skills:   Ability to read and write reports, business correspondence and procedure manuals.
  3. Mathematical Skills: Good basic mathematical skills including the ability to calculate percentages, proportions, averages, and other concepts of basic algebra. 
  4. Reasoning Ability/Mental Requirements: Ability to apply common sense understanding to carry out detailed written or oral instructions.  Ability to deal with problems involving a few concrete variables in standardized situations.
  5. Communication & Interpersonal Skills:  Ability to communicate courteously, efficiently and effectively with a variety of individuals, including students, faculty, administrators, parents, and representatives of outside organizations.  Ability to effectively resolve conflicts.
  6. Other Skills and Abilities:

  • 2. Ability to maintain confidentiality in all aspects of the job in accordance with federal and state federal law and regulations, and Springfield School District policy and procedures is required.

  • 6. Operating knowledge of and experience with typical office equipment, including: telephones, copier, scanner, printer, calculator, postage meter and fax machine is essential.
