Job Description:
SUMMARY
The Chief Financial Officer is responsible for the management of all financial activities including general and corporate accounting, budgeting, reimbursement, treasury functions, preparation assistance on Grants/proposals, and full revenue cycle. The Chief Financial Officer assumes leadership responsibility and ultimate oversight for all fiscal and payroll services that involve the business and administrative functions of admissions, registration, accounts receivables, credit and collections, accounts payable, and cash flow. The Chief Financial Officer works with the CEO & COO to make financial recommendations and decisions that yield positive outcomes.

- Ensures that monthly/quarterly/annual financial statements are completed timely and accurately.
- Prepares corporate required operating and financial reports timely and accurately.
- Budget - Prepares/oversees the preparation of budgets for the ensuing year.
- Welfare Benefits - Reviews for financial accuracy, budget appropriateness & participates in the determination of benefits including the employer costs.
- Budget Committee - Chairs the Planning Committee for review of Fiscal budget & capital expenses
- Forecasting - Effectively forecasts expenses based on: anticipated patient census, general/ economic & market conditions, capital & departmental needs, previous period’s expense.
- Budget Monitoring - Participates in the monthly operating review with senior management and provides insight and explanations on budget variances.
- Participates with managed care contracting and other business development activities to ensure net revenue maximization.
- Cost Control - Makes recommendations to the CEO & Corporate Leadership concerning means of reducing costs.
- Revenue Cycle - Provides direction regarding revenue cycle operations to ensure that accounts receivable are billed and collected timely and uncompensated care and bad debt is kept to a minimum. Routinely reviews revenue cycle metrics to proactively identify and address issues affecting overall performance.
- New Ventures - Provides financial expertise in planning new services including preparation of pro-formas.
- Depreciation - Oversees the accurate computation & depreciation for all entities & equipment.
- Cost Reimbursement - Monitors the preparation of cost reimbursement reports to governmental agencies.
- Ensures all accounting and business office policies and required internal controls are in place to facilitate a clean audit with no material adjustment or deficiencies.
- Insurance - Monitors insurance policies to assure that assets are properly insured.
- Disbursements - Authorizes & controls disbursements of daily cash.
- Maintains a current knowledge of healthcare/behavioral health industry trends and changes and ensures facilities are prepared and compliant.
- Committees/Meetings - Attends Management, Leadership, all Corporate, Performance Improvement and Computer meetings.

QUALIFICATIONS
EDUCATION, EXPERIENCE, & SKILLS
- Bachelor’s degree in accounting or related field. Master’s degree is preferred.
- CPA preferred but not required if relevant experience and skills have been achieved.
- Ten or more years in finance; a minimum of five years of progressive healthcare accounting experience.
- Experience working for a healthcare system and/or public healthcare company is advantageous.
- Excellent communication skills at all levels, including preparation and timely delivery of highly accurate financial statements.
- Superior fiscal management and reporting skills, including a comprehensive knowledge and understanding of generally accepted accounting principles, internal controls and Medicare cost reporting.
- Process oriented, commitment to continuous process improvement.
- Demonstrates strong individual accountability, interpersonal and organizational skills.
- Demonstrates strong leadership abilities, empowers others to perform at the highest level of their ability & adept at building relationships at all levels.
- Skilled at using professional and technical accounting techniques.
- Ability to develop and implement mechanisms to maximize revenues and reimbursements and lead the Finance, Accounting, and Compliance functions.

- Possesses a strategic perspective while being detailed-oriented with strong business analytics acumen.
- Must be highly adept using Microsoft programs including Excel and other electronic finance programs.
- Ability to read and interpret written information; write clearly and informatively; edits work for spelling and grammar. Ability to speak clearly and persuasively in positive or negative situations; listens and gets clarification; responds well to questions; demonstrates group presentation skills; and participates in meetings.
