Job Description:


Starting Salary: $19.00/hour Entry Level: $21.00/hour

This position is complex, requiring a broad range of knowledge, analytical, communication, technological, and problem-solving skills.

PRINCIPAL DUTIES:

Review Workforce Innovation & Opportunity Act (WIOA) and Trade Adjustment Act (TAA) policies, procedures and regulations regularly to determine impact on compliance.

Assist in conducting all internal and external programs monitoring including a comprehensive review of all activities, systems and controls for compliance and quality of service issues. Use on-site monitoring, desk, file reviews, or client and service provider interviews to assure program quality and compliance with federal, state and local laws, standards, and practices. This includes assisting WIOA Accountant with fiscal reviews and scanning, copying, and filing of related documents.

Assist in review of WIOA, Trade and Youth files for eligibility, exits and follow up. Assist staff and vendors as necessary to procure appropriate and timely information for eligibility determination, exiting and follow up. Assist staff and vendors as needed to understand eligibility, exit and follow up requirements for programs.

Report all findings related to program compliance and quality of service issues to Coordinator.

Assist in the development of monitoring tools and conduct quarterly vendor and worksite monitoring visits to ensure compliance with all regulations and assurances as defined in the monitoring tool. Recommend corrective actions or improved practices based on reviews.

Assist in conducting follow-up monitoring reviews to determine and report on the effectiveness of corrective actions or modified procedures and practices initiated by the Coordinator.

Provide on-going training to youth providers and WIOA staff to ensure effective and accurate implementation of directives and regulations.

Maintain automated systems for recording and reporting information on registration, enrollment, placement, retention, and other data relevant to customer and service provider performance.

Compile data in routine and special report formats for submission to the Coordinator.

Assure program reporting compliance with federal, state, and local requirements.

Monitor record retention systems, as required by federal, state, and local regulations and procedures.

Maintain supply closet as well as set-up of staff cubicles and work areas.

Perform other duties as assigned.




Job Requirements:


This position is important to the Workforce Development Group’s ability to maintain a high degree of integrity in two critical areas of WIOA, Title I and Trade, compliance and quality of service.

KNOWLEDGE, SKILLS, AND ABILITIES:

Maintain knowledge of Workforce Innovation and Opportunity Act (WIOA) Title I, Trade Adjustment Act (TAA) and their successor programs and related federal, state, and local policies and regulations.

Ability to collect and analyze data, conduct research and exercise problem-solving techniques.

Effective oral and written communication skills.

Knowledge of Group’s program goals, procedures, program cycles, performance standards, quality of service issues relevant to program operations.

Ability to operate office equipment, terminals, and peripheral equipment. Function effectively in Microsoft Office Suite applications.

Knowledge of reporting systems, including computerized networked systems sufficient to maintain the operation of such systems either directly or through use of procured services.

Ability to function in all DCEO and IWDS programs and applications associated with WIOA and Trade programs.

. Ability to travel without restrictions to locations within LWDA 24, and other relevant and necessary state, regional and national meetings.

Ability to perform all physical functions essential to job; including but not limited to daily attendance, sitting for long periods, use of keyboard, monitor and lifting client files.

EDUCATION AND EXPERIENCE:

College degree with course work in Public Administration, Human Services, Social Services, or a related field from an accredited college or university preferred.

Three or more years of experience in program compliance, quality assurance, or related area desired.

RESIDENCY:

Must establish permanent residence within St. Clair County within 6 months of hire date.
