What are the responsibilities and job description for the Planner position at St. Croix County, WI?

The Planner performs advanced land use planning and project coordination duties managing long-range planning projects, revising, implementing and maintaining the County Comprehensive Plan, drafting new or revised ordinances, providing communities participating in the program with current and long-range land use planning, performing current planning efforts and occasional comprehensive planning tasks focusing on administering the subdivision and zoning ordinances. Provides long-range planning activities including grant writing and performs extensive project management.

ESSENTIAL FUNCTIONS:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
  • Prepares planning documents for County or municipal comprehensive and functional plans for Committee and County Board or local municipal approval.
  • Coordinates multiple complex land use planning projects or processes from inception to completion.
  • Designs and prepares various technical studies on population, land use, parks and recreation, solid waste, economic development, historic preservation, etc.
  • Develops ordinance amendments and policies to implement the County Comprehensive plan.
  • Develops and participates in various County programs and policies to implement the County Comprehensive plan.
  • Prepares grant applications for financial assistance from federal, state and private agencies; administers grant funds.
  • Provides technical assistance to local communities developing and implementing community comprehensive plans, administering the plan, preparing grant applications and administering grant funds.
  • Designs, implements and analyzes community surveys supporting plan and policy development for projects.
  • Schedules, plans and conducts public meetings, open houses, workshops, etc. with elected officials, boards and the general public.
  • Coordinates and works with regional, state and federal agencies on planning issues.
  • Develops and implements public information, education and technical assistance programs on planning and development.
  • Monitors and ensures compliance with County, regional and state codes and laws.
  • Conducts research; assembles and analyzes information; prepares reports, presentations, recommendations, etc.
  • Conducts current planning activities such as site plan review, development review and analysis, and provides technical assistance to property owners and developers.
  • Conducts reviews of development applications including plats, permits, site plans, conditional use permits, rezoning, and sign permits.
  • Provides data, information, policy interpretation and technical assistance related to programs and projects
  • Other duties as assigned.

  • Knowledge of the principles, practices and objectives of local planning.
  • Knowledge of the social and economic issues affecting the resources of the County and the methods and procedures involved in the preparing and submitting reports and recommendations.
  • Knowledge of zoning regulation and code administration.
  • Knowledge of and ability to effectively utilize the principles of strategic and long and short range planning.
  • Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
  • Ability to research and analyze detailed information and make appropriate recommendations.
  • Ability to plan, develop, implement, and evaluate projects and programs.
  • Ability to maintain a professional demeanor when dealing with the public.
  • Ability to develop department goals and objectives.
  • Ability to take control of situations, dictating subordinate activities in a responsible manner.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  • Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Knowledge of County policies, procedures and practices.
  • Knowledge of local government organization and its departmental operating requirements.
  • Considerable knowledge of modern office practices and procedures.
  • Ability to analyze and prepare organizational and functional reports from research data.
  • General knowledge of standard office procedures, practices, equipment and office assistance techniques.
  • Ability to effectively use Microsoft Office Suite and ArcGIS software.
  • Knowledge of the County and department programs and policies.
  • Knowledge of the use of a multi-line telephone system.
  • Ability to read and understand basic County and State policies and procedure of limited scope and difficulty.
  • Ability to work the allocated hours of the position.
LANGUAGE SKILLS
  • Ability to explain relevant information effectively various audiences.
  • Ability to communicate effectively with other members of the staff, supervisor, and the public.
  • Ability to communicate clearly and concisely in both written and verbal form.
  • Must be proficient in workplace English and spelling.
  • Ability to read County policies and procedures; written instructions, general correspondence; SDS sheets, safety manuals, maps, etc.
MATHEMATICAL SKILLS
  • Ability to calculate mathematical calculations.

PHYSICAL REQUIREMENTS
  • This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
  • Work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.

  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Work has no exposure to environmental conditions.
  • Work is generally in a moderately noisy location (e.g. business office, light traffic).

WORK ENVIRONMENT
  • Works primarily in an office setting.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE REQUIREMENTS
  • Bachelor’s Degree in community planning, geography, public administration, environmental science, water resource management or other related field.
  • Minimum of five (5) years’ work experience in regional or community planning, urban construction erosion control and/or stormwater management.

LICENSES, CERTIFICATES, AND OTHER REQUIREMENT
  • AICP preferred.
