St. Johns County Board of County Commissioners is seeking a Capital Improvement Program Manager for our well-established Public Works Division located in beautiful St. Augustine, Florida.

The St. Johns County Public Works Department maintains, preserves and protects the infrastructure resources of the County in the most efficient and effective manner possible. Public Works is made up of Engineering Services, Construction Services, Fleet Maintenance, and Road and Bridge.

The newly selected Capital Improvement Program Manager is responsible for the supervision and management of construction projects in order to construct, maintain, preserve and protect the infrastructure resources of the county in the most efficient and effective manner possible.

The ideal Capital Improvement Program Manager candidate must possess St. Johns County’s core values of compassion, innovation, and trustworthiness and must work well in a collaborative team environment. Some of the specific tasks include but are not limited to:

  • Manages and directs the development and implementation of Capital Improvement Program (CIP) projects other related tasks pertaining to beach nourishment, water quality, roadway design, storm water and drainage, culverts replacement, sidewalks, pavement management, among others.
  • Trains, assigns, schedules, directs, supervises, evaluates and disciplines staff. Coordinates the work of the Engineering, Road & Bridge, Solid Waste, and the Fleet Maintenance divisions as it relates to the Capital Improvement Program
  • Serves as a member of the county's management team; identifies and develops courses of action to respond to a wide variety of organizational needs. These include the development of Department policies, systems, and procedures to achieve short-and long-term goals and work standards; management and coordination of the Public Works Department emergency operations; update and maintenance of the St. Johns County Emergency Plan; acting as liaison to member agencies in the performance of a variety of activities in the areas of mitigation, safety, accident prevention, loss control, plan formulation and exercises.
  • Builds strong, positive community relationships and encourage citizen engagement; establishes and maintains effective working relationships with elected officials, department directors and managers, other agencies; economic development partners; and the public.
  • Monitors contract compliance with state and federal regulations for grants and federal programs.
  • Represents the County Public Works Department on behalf of the County Administrator and Board of County Commissioners with staff and outside organizations, report the county's position on issues, and develop joint efforts on projects/issues when appropriate. Prepares and delivers public presentations for elected officials and the general public as necessary.

Candidates for the Capital Improvement Program Manager are encouraged to apply if they meet the following minimum qualifications:

  • Bachelor’s Degree from an accredited college or university in a related course of study to the occupational field. Master’s Degree from an accredited college or university is preferred.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with five to eight years or related experience with two years of experience in a supervisory capacity.
  • Possession and maintenance of certification as a Professional Engineer by the State of Florida as a Civil or Environmental Engineer qualifies employee to be placed at a Pay Grade 23.
  • Must possess and maintain a valid Florida driver’s license and any other endorsements necessary to legally operate vehicles used while assigned to this position.
  • Must possess good interpersonal and communication skills in order to serve others.
  • Must be able to comprehend, speak and write the English language.
  • Must be able to operate a computer.
