Responsible work for the planning and coordination of Homeland Security and Emergency Management activities within the County. 

The salary range reflected above is the normal hiring range for 2024. The full salary range, including longevity pay, is $28.17 - $39.82 per hour. 

This position is part of the Civil Service Basic Unit Employees Collective Bargaining Agreement represented by Council 5 of AFSCME. 

Illustrative Examples of Work:
  • Assists with the implementation of comprehensive emergency management and homeland security strategies and programs.
  • Aids in the coordination of County emergency and contingency plans, planning processes, hazard identification, and risk assessment processes.
  • Assists in on-scene support including managing the interface between command activities, the Emergency Operations Center, multi-agency coordination centers, area command structures, and responding agencies during emergency situations.
  • Communicates timely situation updates to Sheriff’s Office Command Staff during emergencies.
  • Plans, coordinates, and guides volunteer and outreach programs. 
  • Facilitates training and exercise programs for responding agencies and organizations throughout the County.
  • Assists in coordinating implementation of assistance programs provided by the state and federal government to ensure that the public, county, and affected local governments receive eligible financial aid after a disaster strike.
  • Assists with maintaining emergency and disaster response supplies to include procurement and distribution.
  • Demonstrates punctual and reliable attendance in accordance with designated work schedule.
  • Complies with applicable safety rules, laws, and practices; uses proper safety equipment and procedures in all operations.          
  • Performs related work as assigned.
An employee in this class is responsible for assisting with the functions of emergency and contingency planning, including disaster prevention, mitigation, planning, preparedness, response, and recovery programs. Duties include ensuring compliance with federal, state, and local emergency management and homeland security mandates, program requirements, and applicable grant programs. Organizes volunteer programs and emergency preparedness training and testing. Assists with on-site support and command center organization during emergency situations. The work is performed under the direction of assigned supervisory staff. These work environment factors are general in nature and may vary depending on the specific position being filled. CONSTANT: Inside.  FREQUENT: Lift and carry up to 10lbs; near, midrange and far vision; depth perception; field of vision; maintain posture; sit; talk/ speak; right and left wrist turn; work with and around others; customer/ public contact. OCCASIONALLift and carry 10-20 lbs; color vision; bend neck; finger; grasp; handle; move about; reach; rotate neck; stand; walk; exposure to weather; works alone; extended day; inside; outside; drive.MINIMUM QUALIFICATIONS (Pass/Fail):
  • Graduation from an accredited college or university with a bachelor’s degree in a public safety related major or a related field determined appropriate by the human resources director AND two (2) years paid, verifiable experience in a public safety field; OR a combination of education and work experience as determined appropriate by the human resources director. 
  • Possession of a State of Minnesota Emergency Manager Certification within two (2) years of hire. Failure to obtain certification within two (2) years will result in termination. 
  • Possession of a valid driver's license.
RATING SYSTEM:
Supplemental Questions will be 100% of the scoring process:
Points will be awarded based on the applicants answers to supplemental questions 5-9.

PROBATIONARY PERIOD:
Appointees to the position must successfully complete a one year probationary period prior to being certified for permanent employment.
