What are the responsibilities and job description for the Deputy Director, Judicial Administration position at St. Louis County?
Manages, oversees, and directs the daily operation of the Court as assigned by the Judicial Administrator.
Assists the Director of Judicial Administration with powers and duties provided to the office by constitution, by law, or by ordinance. Assists the JA with duties included as custodian of records. Assists with responding to issues such as legal, personnel, or procedural matters involving the court or judicial staff.
Collaborates with judges on procedural and legal issues including Administrative Orders, closed records and ex parte communications; assist with Court en banc meetings and special meetings set by presiding judge; provide information and orientation for new judges; oversee judicial commission election and represent judges on Writs.
Manages litigation impacting the Court.
Collaborates with the JA and Director of Operations/Finance regarding the County Budget process. Set the Court budget calendar; meet with Budget Committee Chair; confer with and direct departments on budget proposals. Works with County and State agencies regarding complex initiatives that require collaboration. Track terms of all appointed officials.
Assists in the management and supervision of all departments of the Court as assigned and my include: Office of the Circuit Clerk; Sheriff’s Office; Information Technology Department; Legal department; Public Information Officer, Treatment Court Managers, Operations Department and Law Library.
Provides direction and supervision to Human Resources Department. Review all requests for discharge; develop, implement and participate in grievance procedures and appeal processes. Oversees training and professional development for non-judicial staff.
Reviews and implement new legislation; review and implement new Supreme Court rules when necessary; review and implement new case law and Federal requirements as needed. Liaison with County government agencies such as Public Works, Health Department, Justice Services, Highway and Traffic, County Police and County Counselor’s Office. Liaison with State Government agencies such as OSCA, Board of Probation and Parole, Attorney General’s Office, Highway Patrol, Department of Revenue and Department of Corrections. Serve on State Court Committees as directed.
Implements and monitor policies for legal publications. Serves as custodian of records for all Court sunshine requests to the extent allowable by law.
Assists with and plans for implementation of new technologies and procedures to improve court efficiency including those affecting filing, recordkeeping, and case management.
Develops and recommends policies and procedures to address needs of the court system and to ensure efficient and effective use of judicial resources.
Oversee the implementation and management of the courts strategic plan. .
Oversee operations to ensure responsible policy implementation and compliance. Develops policies, procedures, protocols and work standard.
Assists JA in the completion of performance appraisals of all department directors and other employees of judicial administration. Co-review performance appraisal of subordinate employees. Review and approve salary increase.
Acts as a liaison for the court with the public regarding the Court’s activities. Performs other related duties as assigned.
Assist with Jury management.
The Deputy Director of Judicial Administration shall be a licensed practicing attorney or shall have a bachelor’s degree an accredited college or university, plus at least eight years of professional experience in law, social work, or public sector administration, of which at least five years should be at the management level; prior experience in court administration involving responsibility for a large subordinate staff, multiple programs and areas of responsibility is highly preferred; or any equivalent combination of training and experience.
Thorough knowledge of court procedures, legal documents, statutes and legal factors pertaining to the court system
Thorough knowledge of the organization, functions, responsibilities, principles, procedures practices of the judicial process.
Well-developed management skills and the ability to direct and delegate tasks to staff members.
