Policy and Project Coordinator - HCBS FMAP Initiatives in Augusta, ME   Background and Job Duties:  Section 9817 of the American Rescue Plan Act of 2021 (ARP) provided states with a temporary 10 percentage point increase to the federal medical assistance percentage (FMAP) for Medicaid Home and Community Based Services (HCBS) expenditures. HCBS provides critical supports and services to thousands of older adults and individuals with disabilities in Maine, enabling them to live in their homes and communities, rather than in nursing homes and other institutions. This temporary funding must be used by March 31, 2024, to improve or enhance Medicaid HCBS. Projects might include facilitating stakeholder input and its incorporation in a new program or development of a new setting for services. OMS seeks a limited-period Policy and Project Coordinator to provide both policy coordination and development support during the spending plan implementation period. The work will be within OMS, but need to communicate across multiple programs at DHHS, including the Office of Aging and Disability Services (OADS) and shall require experienced policymaking and coordination skills. Tasks will include policy writing and research, project planning and tracking, stakeholder engagement, and initial involvement as programs are being developed to add perspective of implementation as a MaineCare program or benefit and what that would entail. The successful candidate for this role must demonstrate proficiency in writing, project coordination, communication, and a basic comprehension of publicly funded supports and services. The Policy and Project Coordinator will need to manage and track progress against a project plan. The position will be expected to maintain relationships with DHHS leadership, other interested parties, contracted entities, and work closely with the state of Maine Attorney General’s Office. REQUIREMENTS:    To qualify, your background must include a seven (7) year combination of education and experience in public health, health care, human services, policy or written communications. A professional degree in a related field is preferred.     The background of well-qualified candidates will demonstrate the following competencies:   Experience with the analysis, development, and/or implementation of policy and programs;  Knowledge of health care benefit programs (e.g. MaineCare) and relevant issues facing the health care field;  The ability to work independently and collaboratively; with minimal direction, as well as times with direct guidance; and to be adaptive to changing needs; The ability to research and develop rules, regulations, and policies for the provision of developmental, Medicaid HCBS and long-term care services The ability and motivation to effectively manage multiple long- and short-term projects with diverse stakeholder groups. Experience with MaineCare is preferred.
