Tribal Roads Maintenance
SCOPE OF POSITION:
The Roads Supervisor will oversee the daily operations of Tribal Roads Maintenance activity to ensure the projects, repair and maintenance of roads on the reservation is achieved in an effective and efficient manner and in accordance with contractual agreements.
SUPERVISION:
The Roads Supervisor will work under the supervision of the Tribal Transportation Planning & Development Director, who will provide direction and guidance and conduct performance evaluations.
DUTIES AND RESPONSIBILITIES:
- Track and collect staff logs for fuel usage and equipment hours on a daily basis for reporting.
- Collect and compile required statistics, data and information necessary for quarterly and annual reports and submit to Tribal Transportation Planning.
- Submit purchase order requests for consumable supplies, tools and equipment to Tribal Transportation Planning for review and approval.
- Schedule repairs and maintenance of vehicles and equipment.
- Submit time and attendance records; including preparing timesheets and request for leave.
- Conduct training and orientation on safety and proper use of all equipment, tools and machinery.
- Adhere to schedule of road maintenance and inspection schedules of road projects in accordance with the contract requirements.
- Plan work schedules for semi-skilled crews and supervise and coordinate tasks.
- Conduct field monitoring and observations of equipment operators.
- Conduct inspection checks on all equipment and vehicles to ensure logs and records are current.
- Submit monthly road maintenance activities report to Transportation Planning.
- Conduct inventory of vehicles, major equipment, tools and property and submit inventory list to Transportation Planning & Development to ensure items are properly insured.
- Provide registration and license information of Tribal Roads vehicles to Transportation Planning & Development.
- Maintain a record of training and certification requirements of Tribal Road Maintenance staff.
- Coordinating with Transportation Planning for delivery of equipment parts and fuel as needed.
- Establish effective communication (radio and telephone) methods in order to track progress and activity.
- Provide supervision of staff to ensure policy and procedures are adhered to and make recommendations for all human resource action as deemed necessary.
QUALIFICATIONS:
- High School Diploma or GED with eight (8) years of experience in a supervisory capacity, road maintenance and road construction field. Two (2) Year degree in Project or Construction Management, Civil Engineering is preferred.
- Understanding of contracts, accountability practices and reporting requirements.
- Knowledge in collection of data and reporting instruments.
- Experience with various computer applications i.e. Word, Excel, etc.
- Excellent verbal and written communication skills.
- Class A Commercial Driver's License with proper endorsements and meets insurability requirements.
- Must pass background check requirements in accordance with contact assurance.
JOB REQUIREMENTS:
- Knowledge of road maintenance operation to ensure delivery of services consistent with the implementation of plans, designs and projected expansion of the Tribal Roads system.
- Knowledge of operation of road maintenance activity and schedules.
- Operation and use of all equipment, tools, and machinery necessary to work in the road maintenance field.
- Perform work with independent judgment in compliance with Tribal Management systems, Title XXVII-Employee Code of Ethics, Title XVIII-Tribal Employees and SRST Personnel Policies and Procedures, SRST Finance Policy and Procedures and applicable Tribal and Federal Laws.
- Strong work ethic, ability to multi-task and excellent organizational skills.
- Perform under demanding and stressful conditions.
- Work in a noisy environment with exposure to varying temperature, oil, dirt, and fumes.
- Lift up to 50-100 pounds in weight.
- Work during staff shortage, emergency and disaster related situations.
