ABOUT THE POSITION
The Health Educator functions in a lead role, under general supervision, and may supervise and/or mentor Community Health Workers, volunteers, and students, as needed.

POSITIONS WITHIN THE HEALTH PROMOTIONS SECTION
The Health Educator position is within the Health Equity, Policy and Promotion Section which includes the following programs – Tobacco Prevention, CalFresh Healthy Living, Injury Prevention, Oral Health, and Health Equity.  The primary functions of this position is to advance the goals of the Tobacco Prevention Program; however, there is an opportunity work in various current and future programs within the Health Equity, Policy and Promotion Section of Public Health.  
 
The Tobacco Prevention Program maintains a goal of ending the tobacco epidemic for all populations by limiting tobacco promoting influences, reducing exposure to secondhand smoke, tobacco smoke residue, tobacco waste and other tobacco products, reducing the availability of tobacco and promoting tobacco cessation through social norm change. The Health Educator will work with program staff and multiple partners to collectively implement Tobacco End Game activities to fulfil program objectives. The Health Educator will report directly to the Tobacco Prevention Program Coordinator (Staff Services Coordinator) and will work under general direction to coordinate the Tobacco Prevention Coalition (TOPS) and implement Tobacco Prevention Program activities.

Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Community and Health Services bargaining unit for labor relations purposes.
 
Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months. Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

  • Advise and collaborate with the Tobacco Prevention Coordinator;
  • Convene and facilitate community coalitions to assist in community engagement and program implementation; 
  • Develop and implement environmental strategies to reduce tobacco use and exposure to secondhand smoke; 
  • Plan, coordinate, and implement meetings, conferences, workshops and seminars and may attend similar outside activities as an agency representative;
  • Participate in assigned community meetings, regional collaborative meetings and state trainings as related to target population and/or program objectives; 
  • Assist in acting as liaison with other departments, agencies, community organizations and the public; 
  • Supervise and participate in the development, implementation and maintenance of programs and services designed to meet the health educational needs of private and public organizations, schools, community groups, and the general public;
  • Prepare and deliver reports, pamphlets, instructional aids and related materials; gather data, and correspondence;
  • Maintain positive working relationships with partner agencies, departments, community organizations and the public;
  • Participate in community-oriented education and outreach activities as needed; and may attend similar outside activities as an agency representative;
  • Perform evening and Saturday work as needed and travel as assigned;
  • Communicate effectively, including public speaking.
KNOWLEDGE
  • Health promotion principles, methods, learning theories and techniques;
  • Research methodology, statistical concepts, collection and analysis of data;
  • Health education philosophy process and administration;
  • Preventive medicine and epidemiology;
  • Emerging trends and health problems as related to various community target groups and methods of intervention and control;
  • Methods of preparing, disseminating and evaluating education information to the public;
  • Standard community resources of health education and services;
  • Budgeting principles; and
  • Basic computer operation and applications such as Microsoft Word, Microsoft Excel and Internet Explorer.
SKILLS/ABILITIES
  • Develop curriculum on various health topics;
  • Provide education to community and professional staff;
  • Interpret program goals, formulate objectives and initiate projects;
  • Communicate effectively both verbally and by writing clear concise reports;
  • Design, effectively use and evaluate health education methods and materials;
  • Collect and analyze data;
  • Evaluate programs; provide and conduct community needs assessments and mobilize communities for action;
  • Network and build alliances with community organizations; and
  • Supervise staff and volunteers.

EDUCATION/EXPERIENCE
  PATTERN I

  • Graduation from an accredited college or university with a Bachelor's degree in Public Health, Health Education, Community Health or a directly related field; AND
  • One (1) year experience planning and implementing a health education program in a health care or community setting.
 PATTERN II
  • Graduation from an accredited college or university with a Masters' degree in Public Health (MPH).
DESIRABLE QUALIFICATIONS

  • Two (2) years' experience planning and implementing a health education program in a health care or community setting.
  • One (1) year experience working with community-based organizations or coalitions.

EXAMINATION PROCESS
