The Alaska Psychiatric Institute (API) is recruiting for 
an Accountant 3 position.
 
What you will be doing:
The Accountant 3 (Business Office Manager) is responsible for ensuring the effective and efficient operation of the Alaska Psychiatric Institute (API) Business Office. The incumbent is responsible for the development and supervision of internal fiscal controls and for multiple financial systems, revenue collection, payables, preparation of financial reports, and analysis of financial data for federal and non-federal receipts including hospital claiming activities.

The incumbent is expected to independently apply generally accepted accounting principles and ensure medical billing practices are in accordance with industry standards and CMS (Centers for Medicare and Medicaid Services) Rules and Regulations.

The ideal candidate will have a strong desire to learn API's hospital system, state processes, be a strong team player, possess excellent technical, analytical, and communication skills, and enjoy providing solutions to complex hospital billing practices as well as support the development and integration of a new electronic medical record (EMR) system.

This position is located at 3700 Piper Street in the U-MED district of east Anchorage which offers several maintained walking trails, parks, and nearby lakes. This area is filled with several restaurants, shopping stores, and has easy access to public transportation.

We are looking for a candidate with the following competencies:
  • Budget Administration: Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. 
  • Economics and Accounting: Knowledge of economic and accounting principles and practices, tax law and practices, the financial markets, banking, and the analysis and reporting of financial data.
  • Auditing: Knowledge of generally accepted auditing standards and procedures for conducting financial and compliance, economy and efficiency, and program audits.
  • Financial Analysis: Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
  • Financial Examination: Knowledge of the laws, regulations, principles, and practices that govern financial institutions (depository and non-depository) handling financial services transactions; analyzes financial statements, lending or loan portfolios, client/customer files, investment portfolios, and/or management policies and operations; examine for safety and soundness, and/or compliance; identifies any discrepancies and determines necessary corrective actions.

Minimum Qualifications

Any combination of education and/or experience that provides the applicant with competencies in:

  • Analysis and Assessment: Uses information technology in accessing, collecting, analyzing, maintaining, and disseminating data and information.
  • Analytical Thinking/Problem Solving: uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
  • Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Principles of Accounting: Knowledge of generally accepted accounting principles, standards, and practices (for example, double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals.
  • Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
 
Equivalent to those typically gained by:
Any combination of preparatory post-secondary education and/or progressively responsible professional level experience in accounting, budgeting, or financial management.

Special Note:
“Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.
  
“Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.
  
“Training” and “education” in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.

Additional Required Information

  • List of three (3) professional references, including daytime phone numbers, two (2) of which are from a current or former supervisor.
  • Copies of your two (2) most recent performance evaluations, or two (2) letters of professional reference, if available.

If selected for the position and prior to hire, applicant will be asked to: 
  1. Submit to fingerprinting and background check screening.
  2. Provide proof of Tetanus, Diphtheria, Pertussis (Tdap), Mumps, Measles, Rubella (MMR), and Varicella Immunizations.
  3. Provide proof of Hepatitis B (immunity or declination statement)
  4. Provide annual Influenza vaccination or a signed declination statement.  
  5. Proof of Tuberculosis screening within past 12 months.
