WHAT YOU WILL BE DOING:
Two positions will be on the Software Development Team, which is responsible for supporting the Records Management system, Crash and Citation Reporting, Computer Aided Dispatch, as well as a variety of internal and public applications.Three positions are on the Software Modernization Team, which is responsible for supporting the Alaska Public Safety Information Network and the Automated Biometric Identification System, as well as a variety of internal and public applications
All positions will provide support for these existing applications as well as develop new and replacing existing applications.

OUR ORGANIZATION, MISSION, AND CULTURE:
The Division of Statewide Services provides technical and specialized services to the other divisions of the Department of Public Safety, local, State and Federal Law enforcement, and the public at large. The Division consists of the Criminal Records and Identification Bureau and Information Services.
Information Services develops and maintains all computerized resources for the Department of Public Safety's information systems and provides support for over 5,000 users statewide. Supported systems range geographically across the entirety of the State and include the management of hardware, custom and 3rd party software, web applications, databases, localized circuitry, data facilities, vehicle-based systems, and interfaces to partner law enforcement agencies and federal authorities.
The Application Development Team manages full life-cycle software development and data reporting capabilities; providing custom software solutions and many data interfacing utilities, as well as supporting and enhancing statewide “off the shelf” products for law enforcement information recordation, data distribution, data aggregation, and data reporting for both the Department and many statewide and federal partner agencies.
Some of the mission critical enterprise and law enforcement systems this team is responsible for include:
The Alaska Record Management System - a customized Niche RMS built for Alaska's law enforcement needs.
Traffic and Reporting System - a TEG system for citations and crash reporting; integrating with the Alaska Court System and Department of Transportation.
Computer Aided Dispatch - a Tritech system used by dispatch for 911 and non-emergency calls.
The Software Modernization Team is responsible for migrating legacy systems to modern frameworks and are the principle developers for applications, systems, and communications software utilized by:
Alaska Public Safety Network (APSIN) to interface with remote Federal and State systems
- Will closely support the mission of the Records and Identification Section (R&I) including the Alaska Biometric Information System (ABIS).

The Chugach Mountains provide the backdrop for the building and ample parking is available; public transportation drop points are located directly in front of the building and paved trails are located right next to the building.

Programming experience with .Net MVC, Core and C#.
Experience with SQL Server programming with TSQL in SSMS. Working knowledge of SSIS and SSRS.

Effective oral and written communication skills with systems users and technical staff
Ability to work with several different technologies and platforms
Ability to work with competing priorities and deadlines

Analyst Programmer 2 Minimum Qualifications (Range: 16)
One year of computer programming experience in a recognized computer language. One year of the experience must have been in a business application, scientific application, microcomputer or computer system user support specialty.
Substitution:
A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS), or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for all of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.
Special Note:
An applicant who is considered under the Substitution above qualifies to apply for this job class IF the applicable coursework is completed within three (3) months of hire. FLEXIBLY STAFFED
This position is flexibly staffed. It may be filled at the Analyst Programmer 2, Analyst Programmer 3, or Analyst Programmer 4 level, depending on the applicant's training and/or experience. The full range of salaries is listed above. Starting salary will be determined by the level the position is hired at. If filled at a lower level, promotion to the higher level will occur upon successful completion of the probationary period and required training, as well as the applicant meeting the minimum qualifications of the higher job class.
