Pay will be determined based on location of selected individual. Anchorage, Wasilla, Soldotna salary: $2,123.25 biweekly / $2,446.50 biweekly / $2,799.75 biweeklyFairbanks salary: $2,187.00 biweekly / $2,520.00 biweekly / $2,883.75 biweeklyJuneau salary: $2,229.75 biweekly / $2,568.75 biweekly / $2,940.00 biweeklyWhat you will be doing: The Division of Environmental Health, Drinking Water (DW) program is recruiting for an Analyst Programmer 2/3/4. The position is in the Data Quality Management section of the DW Program and takes an active role in developing and maintaining software applications and databases, which are used to store and report on data related to thousands of drinking water sources across Alaska. Primary functions in this position are to design and maintain complex software applications; provide technical support to users, which include DW Program staff, sanitary survey inspectors, and laboratory personnel; help identify database, software, and/or application needs, and help develop plans to meet those needs; and maintain, and improve the Drinking Water Program website.Our organization, mission, and culture: Alaska’s DW Program is charged with implementing and enforcing the Safe Drinking Water Act in order to protect public health through safe drinking water. To support this work the DW Program relies on the Safe Drinking Water Information System (SDWIS) database, Compliance Monitoring Data Portal (CMDP), and around 15 different supporting applications. The incumbent in this position is responsible for working with DW’s lead Analyst Programmer in designing, developing, maintaining, and administering the databases, supporting software applications, and the website for the DW Program. The chief purpose of this suite of applications is to track and share data related to Alaska’s many public water sources. This work is vital to ensuring all Alaskans have access to clean drinking water, especially in areas with limited infrastructure or access to water.The benefits of joining our team: This position works in collaborative environment with a variety of user groups (DW staff, EPA, DW Laboratories, Sanitary Survey Inspectors, etc.) to develop and improve applications to reliably track data on public water system infrastructure and drinking water testing results. Working in this position offers the chance to work with many different types of software environments and develop skills and knowledge in many areas, including software programming, drinking water regulations, and data reporting and communication.The working environment you can expect: The work environment for this position is flexible to suit the needs of the applicant. The incumbent in the position may work from a DEC office in Anchorage, Fairbanks, Juneau, Soldotna or Wasilla, or has flexibility to work from home, or work a hybrid home/office schedule. Daily work activities depend on the specific project being worked on at any given time: some projects are highly collaborative while others allow for independent work.We are looking for a candidate that has experience in the following areas: Our ideal applicant will have the following knowledge, skills, abilities, and experience (These traits must be thoroughly detailed in your cover letter and applicant profile, though a lack of experience with a particular programming language or technology is not an automatic disqualifier.): Demonstrated abilities in object-oriented programming, code maintenance, version control, database design, and webserver maintenance; using languages, frameworks, and tools such as such as C#, ASP.NET, MVC, Entity Framework, LINQ, Java, HTML 5, JavaScript, jQuery, CSS, SQL Server, and Apache Tomcat. Ability to work both independently and with a team (including other programmers and other staff of varying technical ability) to successfully and consistently follow schedules, set goals, meet deadlines, and accomplish objectives. Excellent problem-solving skills and experience with or understanding of application development life cycle and best practices, and the ability to learn new technologies and adapt existing solutions to meet changing needs. Effective communications skills, both written and oral, with experience in clearly communicating complex issues to a variety of audiences, and experience creating documentation related to processes and procedures. Analyst/Programmer 2 (Range 16): One year of computer programming experience in a recognized computer language. One year of the experience must have been in a business application, scientific application, microcomputer or computer system user support specialty.Substitution: A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS), or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for all of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.Special Note: An applicant who is considered under the Substitution above qualifies to apply for this job class IF the applicable coursework is completed within three (3) months of hire. Under this option, an applicant may receive a conditional job offer; however, proof of completion will be required prior to final appointment and reporting for duty.Individual positions at each level in this class series may require expertise in a particular area of programming or analysis. Recruitment and selection will be on the basis of these requirements.For some positions in these job classes, a background investigation including fingerprinting is required.Analyst/Programmer 3 (Range 18): Two years of computer programming experience in a recognized computer language. One year of this experience must have been in a business application, scientific application, microcomputer or computer information management support specialty.Substitution: A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS), or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience.
