The Department of Corrections, Division of Health and Rehabilitative Services is recruiting for a Criminal Justice Planner position, located in Anchorage, Alaska.


What you will be doing:

Under general direction of the Reentry Program Manager, assist in the development, implementation, and evaluation of educational and vocational programs. Review program delivery and content for effectiveness in reducing recidivism. Further duties require contract development and administration and the coordination and oversight of the activities of program coordinators and institutional education and vocational training employees.

The Criminal Justice Planner will be involved in research of what is working in other state systems to reduce recidivism and will be part of a team developing and evaluating programs for Alaska. The working environment you can expect:

The Criminal Justice Planner will be located at Anchorage Central Office, working alongside the team in the Reentry Unit. Each day will be different from the last as Reentry Unit members spend time getting to know the inmates in the institutions and the services available in the communities to which they will return.
Who we are looking for:
The Criminal Justice Planner will have these knowledge, skills, and abilities:
  • Considerable knowledge of the principles, techniques, and methods used in education and vocational program development, planning, leadership, oversight, resource control, and assessment.
  • Skills in developing and monitoring effective budget plans and coordinating with staff to accomplish goals.
  • Skills in designing and applying research techniques and methods for compiling, organizing, and reporting data.
  • The ability to communicate effectively and accurately orally and in writing, including making presentations and writing reports for both the department and for public information.

Minimum Qualifications

Any combination of education and/or experience that provides the applicant with competencies in:


  • Interpersonal Skills: Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences.
  • Legal, Government, and Jurisprudence: Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, Government regulations, Executive orders, agency rules, Government organization and functions, and the democratic political process.
  • Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  • Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.

Equivalent to those typically gained by:
Any combination of preparatory post-secondary education and/or progressively responsible experience in social work, criminal justice, law, sociology, psychology, political science, planning, business, public administration, or a closely related field performing law enforcement or adjudication, corrections, adult or juvenile justice, or crime prevention.

Special Note:
“Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.

“Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.

“Training” and “education” in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.

“Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.

Additional Required Information

REQUIRED DOCUMENTS
Applicants are required to either attach to their application or provide at time of interview the following:

  • Copies of your last three job evaluations.
  • Copy of your educational transcripts.
  • Names and contact information of three professional references.

COVER LETTER
A cover letter, which will be viewed as a writing sample, must be submitted with the application and must address these items:
  • Explain the types of job tasks you enjoy doing the most. You can use examples from past jobs or educational experiences.
  • Explain why you think it is important for offenders to have access to education and vocational training as well as assistance with planning for reentry into the community.
  • Describe a project you have worked on that included collaboration with coworkers and others from outside of your organization. What was your role and what was the outcome of the project?

RECRUITMENT SCOPE
Department Employee Recruitment: Applicants must currently work in the recruiting department and hold permanent employment status. Permanent employment status is defined as holding permanent status in ANY job class in the current period of employment with no break in service (separation from State of Alaska employment) since the permanent status was earned.

SPECIAL NOTICE
Requires frequent travel within the State to meet with staff and inmates in correctional institutions, both on the road system and those that must be reached by air.

Requires the passing of a background investigation including fingerprinting.

PREA NOTIFICATION
The Department of Corrections follows and maintains federal and state requirements standards including, but not limited to, Prison Rape Elimination Act (PREA) standards which apply to all public and private institutions that house adult or juvenile offenders. PREA standards preclude the department from hiring or promoting anyone who has engaged in, or been convicted of any conduct which would violate PREA standards related to sexual assault including:
  • Sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility, or other institution;
  • Convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse; or
  • Has been civilly or administratively adjudicated to have engaged in the activity described above.

EDUCATION
If post-secondary education is required to meet the minimum qualifications, you must fill in the Education section of the application. If you have not obtained a degree, please indicate the number of units completed. Copies of transcripts are required to verify educational credentials if used to meet the minimum qualifications for a position. Transcripts can be attached at the time of application or provided at the time of interview, at the discretion of the hiring manager.

SPECIAL INSTRUCTIONS FOR FOREIGN EDUCATION
Education completed in foreign colleges, universities, or high schools may be used to meet the minimum qualifications listed above. If utilizing this education, you must show that the education credentials have been submitted to a private organization that specializes in interpretation of foreign educational credentials and that such education has been deemed to be at least equivalent to that gained in conventional U.S. education programs; or an accredited U.S. post-secondary institution reports the other institution as one whose transcript is given full value, or full value is given in subject areas applicable to the curricula at the post-secondary institution or high school. It is your responsibility to provide such evidence when applying.

WORK EXPERIENCE
If using work experience in your Applicant Profile, you must also provide the employer's name, your job title, dates of employment and whether full or part-time. Applicant Profiles will be reviewed to determine if the responses are supported, and Minimum Qualifications are clearly met. If they are not, the applicant may not advance to the interview and selection phase of the recruitment.

CRIMINAL HISTORY CHECKS/APSIN/ACOMS
Please be aware – this position requires the use of the Alaska Public Safety Information Network (APSIN)/Alaska Corrections Offender Management System (ACOMS). A security clearance issued by the Department of Public Safety (DPS) is necessary to use APSIN/ACOMS. DPS will deny security clearance for any applicant who has been convicted of a felony or misdemeanor in this state or another jurisdiction, or who may be a fugitive from justice. Additionally, security clearance will be withdrawn if DPS discovers that material information was falsified or omitted at the time of the initial application for security clearance.
