What you will be doing:
As the Division Operations Manager (DOM) for the Division of Behavioral Health, you will be able to work in a complex division comprising several distinctly diverse sections. You will assist with programmatic oversight, policy development and implementation, short—and long-term strategic planning, and assuring an efficient, high-quality service delivery system. Assigned sections of the Division include Therapeutic Courts, the Alcohol Safety and Action Program (ASAP), Prevention and Early Intervention, and Treatment and Recovery.


As the Department of Health and Division of Behavioral Health explore future 1115 Medicaid Waiver opportunities, this position will work closely with tribal partners and statewide stakeholders throughout the process.

The Behavioral Health Roadmap for Alaska Youth presents an exciting opportunity for the successful candidate to engage communities throughout Alaska in improving access for youth and families to community-based support services and standing up programs that address gaps in the service delivery system.

The successful candidate will promote and support positive engagement with providers and grantees delivering critical behavioral health services to Alaskans. The incumbent will also help to coordinate action steps identified in the recent Behavioral Health Roadmap for Alaska Youth report and participate in division and departmental efforts to transform behavioral healthcare in Alaska, including the exploration of potential 1115 Medicaid waiver opportunities addressing re-entry and traditional healing services.

This position is being filled in Anchorage and offers our employees flexible in-office and telework arrangements.

The working environment you can expect:

Anchorage Office: Conveniently located in Midtown Anchorage within walking distance to Cuddy Family Park, Loussac Library, and Natural Pantry. While working in the office, the 9th floor of the Frontier Building provides incredible views of the Anchorage community and Chugach Mountain Range. Ample parking is available in a parking garage adjacent to the building.

This position is office-based or hybrid (including telework days) in a busy environment that presents challenges and rewards.

Special Notice: 
  • This position will require occasional travel within the State and potentially out of state for relevant conferences or grantee requirements. 
  • General knowledge of Alaska's behavioral health systems is preferred.

Minimum Qualifications

Three years of professional experience in the broad occupational fields of the division or department and two years of supervisory and/or managerial experience, which may be concurrent with the professional experience.

Special Note: 
"Professional experience in the broad occupational fields of the division or department," means experience in one of the professional areas that compose the division's purpose and function to ensure the applicant has the knowledge of the work of the division to be managed.

For example, in an administrative services division, qualifying professional experience could be in any one of the professional areas that compose business administration; such as accounting, procurement, human resources, and so on.

In a line division, for example the Division of Mining, Land, & Water in the Department of Natural Resources, qualifying experience could be in any one of the professional areas that provide for the use and protection of Alaska's State-owned land and water, such as geology, hydrology, forestry, natural resource management, and so on.
