This position is currently located in Anchorage. The position may be in Anchorage or Juneau, depending upon the location of the most qualified candidate.
What You Will Be Doing:
You will serve as one of two executive management Division Operations Managers (DOM) to the Director of Health Care Services (HCS) with a staff of nearly 130 employees and directly overseeing the Health Facilities Licensing & Certification, Residential Licensing, Background Check Program, Quality Assurance, and Recovery and Reclamation units. HCS is a highly complex division comprised of ten distinctly diverse sections, many of which are high profile and vital to over 270,000 lives covered by Medicaid. In this position, you will assist with programmatic oversight, operations of assigned sections, policy development and implementation, regulations development, short and long-term strategic planning, assuring an efficient, high-quality service delivery system, development of HCS’s financial and administrative operations management strategy in the maximization of federal revenue within the Medicaid program.
In the absence of the Director or second Division Operations Manager, this position may be placed in Acting Status and assume full duties and authority.

As a Division Operations Manager, you will be a pivotal force in the future of healthcare in Alaska and the development and implementation of policy. You will collaborate with cross-functional teams and advise the Division Director on policy, legislative, regulatory, organizational, and/or planning changes necessary to improve the division´s programs.
The Working Environment You Can Expect:
If hired in Juneau, you will be part of the Director's office with six other colleagues located in vibrant downtown Juneau's Alaska Office Building. You will have covered parking and a dedicated, newly remodeled office with a wall of windows overlooking Mount Juneau, Mount Roberts, and the Capitol Building. Shopping, dining, and hiking trails are all within walking distance!
If hired in Anchorage, your office will be located in Midtown's Business Park, a single-story building with free parking. The area offers convenient shopping and dining and access to regional transportation. Close-by Cuddy Park offers a place for lunchtime strolls!
The position has the option of a hybrid schedule that includes both telework and in-office work based on current business needs. The schedule would be two days in the office and three days from home, with no requirement to complete probation before starting to telework.

Minimum Qualifications
Three years of professional experience in the broad occupational fields of the division or department and two years of supervisory and/or managerial experience, which may be concurrent with the professional experience.
Special Note:
"Professional experience in the broad occupational fields of the division or department," means experience in one of the professional areas that compose the division's purpose and function to ensure the applicant has the knowledge of the work of the division to be managed.
For example, in an administrative services division, qualifying professional experience could be in any one of the professional areas that compose business administration; such as accounting, procurement, human resources, and so on.
In a line division, for example the Division of Mining, Land, & Water in the Department of Natural Resources, qualifying experience could be in any one of the professional areas that provide for the use and protection of Alaska's State-owned land and water, such as geology, hydrology, forestry, natural resource management, and so on.
