Position Summary:  Under the general direction of the Senior Finance Officer collects, reviews, analyzes and reports upon data and information related to the lending programs and debt issuance of the Corporation for purposes of management overview or as required pursuant to outstanding financial and credit agreements.

OVERVIEW

This is a position with responsibility in the areas of financial analysis of detailed and complex projections utilizing sophisticated and specialized mid-range computer systems and microcomputer system based software applications.  Intra-departmental coordination is often required in the performance of assigned duties as well as contact with varied members of the financial community both domestically and abroad.  The incumbent is expected to be able to summarize financial related information for presentation or distribution to management and interested parties outside the Corporation.  The incumbent is expected to also become knowledgeable with the financial statements of the Corporation and be able to discuss and summarize them with interested parties.

 

SUPERVISION RECEIVED AND EXERCISED:  Exempt, non-supervisory position.

 

Examples of Duties

Maintains the master interest rate setting system for all of AHFC's lending programs and produces interest rate schedules for distribution to staff and seller/servicers of the Corporation.  Tracks benchmark interest rates used in the calculation of certain interest rates and cost of funds.

 

Maintains a variety of information related to programs of the Corporation and economic factors influenced by or affecting such programs.  Formats information in a manner easily comprehended and evaluated.

 

Reviews financial agreements for items requiring certification or analysis.  Assembles the information necessary for the required analysis and prepares appropriate projections and computations.  Drafts certificates to be filed pursuant to the terms of the financial agreements.

 

Prepares various summaries of significant terms of bond obligations and other financial agreements.  Reviews provisions of the various general and supplemental bond resolutions, note agreements, bond insurance, standby bond purchase agreements, letter of credit agreements and various other financial agreements for compliance with expressed covenants.


Reviews and evaluates certain aspects of proposed financings for AHFC.  Such analyses range from the review and familiarity of the program side, the structured finance aspects of the debt itself, to preparing for the ongoing compliance required with respect to both tax law and the covenants of the Corporation to third party credit enhancement.

 

Tracks arbitrage and yield restriction aspects of certain tax-exempt transactions and performs the necessary calculations under the direction and supervision of the Senior Finance Officer.  Required to review and interpret IRS Rules and Regulations with the assistance of tax counsel.

 

Responds to inquiries from bond and note dealers, investors, rating agencies, and providers of credit enhancement regarding the status of outstanding debt obligations of the Corporation as well as the underlying collateral.

 

Overviews the preparation and maintenance of the Corporation's trust and indenture requirements as a means for assuring that fiscal compliance matters are adhered to in a timely manner.

 

Prepares cash flow and bond coverage calculations with the assistance of and under the supervision of the Senior Finance Officer as necessary to fund the acquisition of mortgages from the proceeds of debt issuance.

 

Selects the mortgage loans for funding and assures timely funding of mortgages into trust in exchange for the disbursement of proceeds of bonds and notes.

 

Applies knowledge of analysis, compilation, information processing, financial modeling, and computer applications to other operational areas within the Corporation. 

 

Maintains and verifies the accuracy of certain financial management reports including the monthly Mortgage and Bond Disclosure Report.

 

Determines, with the appropriate bond trustee, the amount of excess funds available for special mandatory redemptions and performs redemption analysis.

 

Calculates mortgage loan pool prepayment speeds by bond issue to assist Finance staff and underwriters in structuring Corporation debt issues and assisting potential investors and creditors in investment decisions.

 

Prepares monthly cash flows, pledged revenue certifications and debt issue budgets as required by existing financial covenants for outstanding debt issues of the Corporation.

 

Manages several programs that recycle prepayments of mortgage loans and prepares cash flow analysis as required by outstanding trust agreements for such recycling programs as allowed under the respective agreements.

 

Creates and updates a number of bond and mortgage loan related reports for distribution to investors, dealers, and financial analysts and assists in the preparation of the footnotes to the Corporation's Financial Statements.

 

Calculates feasibility of AHFC to execute open-market purchases of its own bonds for retirement as market conditions and Bond Indenture requirements permit.

 

Coordinates with the Senior Finance Officer the investment of monies until such monies are required for business operations.

 

Manages a significant portfolio of trusted funds as a separate investment activity in the area of Financial Management by using AHFC's Investment Reporting System (Clearwater).

 

Maintains and uses AHFC's Investment Reporting System to verify compliance with the Fiscal Investment Policies of AHFC.  Uses the System to monitor required investment agreement deposits, the amount of overnight sweep funds, un-invested cash amounts and generate customized reporting for the reviewing AHFC's portfolio of investments.

 

Coordinates and verifies the collateral held by third party custodians on behalf of AHFC bank deposits and investments.

 

Summarizes and verifies the accuracy of certain financial management reports.  Develops, maintains and prepares periodic reports to senior management regarding interest rate levels within various capital markets of interest to the Corporation.

 

Manages the issuance of short term-debt obligations including commercial paper and reverse repurchase agreements in the course of managing liquidity and other needs.

 

Expected to cross-train with other staff to achieve an overlap of familiarity among responsibilities for operational continuity.

 

Performs other duties as required.

 

Knowledge, Skills and Abilities

 

Knowledge of Economics; finance; accounting; financial instruments; municipal finance; real estate and mortgage lending.  The principles, methods and practical application of financial analysis techniques and applications, economic theory, cash management, investment management and general banking principles, Federal Internal Revenue Code requirements related to tax-exempt funded mortgage loan programs; secondary mortgage market practices and procedures including the conversion of mortgage loans to mortgage-backed securities; data collection and evaluation, statistical analysis, techniques of research and reporting, and financial modeling and programs.

 

Skills and Abilities:  Capabilities and operations of micro-computing and mid-range computing systems; creating personal computer based models and applying them to complex financial analyses; using a wide variety of personal computer based software including telecommunication software.

 

Abilities to: Review complex financial agreements; work with other staff members and state and industry groups in the compilation of financial, economic and program information; present financial and program information in a comprehensible format; learn and apply a variety of forecasting requirements and techniques; function both independently and with other analysts, or staff members at all levels; work with bond, tax and underwriters counsel and financial advisors on debt issuance matters; construct and review complex financial spreadsheets;  work on multiple projects requiring a high degree of accuracy subject to strict deadlines; plan and organize projects as well as the ability to see them through to completion.  Communicate clearly and interact with a wide variety of personnel at all levels.

Minimum Qualifications:

Bachelor’s degree from college with major course emphasis in business administration, accounting, finance, computer science or closely related field AND 1 (FAI) to 3 (FAII) years of professional experience in the collection, analysis, interpretation and reporting of financial, economic, scientific or social science data or accounting, banking or related field.  Advanced degree and/or CPA certificate preferred but not required.

 

Extensive knowledge of micro-computing systems hardware and software with particular emphasis on spreadsheet and database applications.  Extensive knowledge of personal computer systems environment.

 

Substitution:  Graduate study in an appropriate field or professional accreditation may be substituted for the required work experience on a year-for-year basis to a maximum of two years.  Work experience in finance, economics, banking, research, accounting or a related field may be substituted for the required college experience on a year-for-year basis.

 

This is a level 18/20 position (DOE) with an annual salary of $62,216.53. Excellent benefits package.
