WHAT YOU WILL BE DOING:
The key responsibilities of this position include, but are not limited to: 
  • Provides technical consulting assistance to state agencies, local governments, and non-commercial entities related to 9-1-1 issues. 
  • Coordinates and facilitates efforts by telecommunication companies and others to correctly and optimally route 9-1-1 and other emergency calls to Public Safety Answering Points (PSAPs).  
  • Creates and maintains the State 9-1-1 Plan to include PSAP inventory.
    Assists with integration of 9-1-1 services into state and local emergency response and interoperability plans.
  • Stays current regarding new technology and rules and regulations affecting emergency communications, including next generation 9-1-1 (NG 9-1-1).

The Statewide 9-1-1 Coordinator will serve as an information conduit and coordinator for all matters related to the provision of 9-1-1 services throughout the state.  The Statewide 9-1-1 Coordinator plays an integral role in defining the technological environment and planning process to deliver 9-1-1 emergency calling and enhanced services through cooperation and coordination of federal, state, local and private resources.

WHO WE ARE LOOKING FOR:

Knowledge of principles, practices, methods, terminology and trends in telecommunications, telephone engineering, voice and data networking, electronic and digital switching systems, satellite communications, television broadcasting, federal and state regulations covering telecommunications, principles of personnel management and supervision.

Skill in technical writing, report preparation, interpersonal communications.
 
Ability to analyze technical, economic and administrative problems and make appropriate recommendations; plan, direct, and coordinate the work of others; interpret and apply provisions of federal and state statutes and regulations, deal effectively with clients and with engineers; read and understand legal contracts and blueprints, evaluate equipment and system proposals. Write clear and concise reports, instructions and procedures, technical correspondence or similar material; establish effective personal contacts and cooperative work relationships with personnel of varied backgrounds and interests.

Three years of administrative, technical, or professional experience which demonstrates a good knowledge of the functional and operational requirements and capabilities in one or more types of telecommunications fields such as telephone systems engineering, broadcasting, satellite systems, telecommunications regulations, data communications, or telecommunications management.

AND

Four years of education in electronic engineering, physics, industrial engineering, communications, public utilities or a closely related field above the high school level.

Additional qualifying experience may substitute year-for-year for the required education.

IMPORTANT INFORMATION

  • Requires occasional travel within the State to plan, organize, and monitor project work at sites; often in remote areas.

  • Requires successfully completing and maintaining an Alaska Public Safety Information Network (APSIN) background check and security clearance conducted by the Department of Public Safety.  Fingerprinting is required.

  • Persons not currently registered by the State of Alaska, but who are registered in a state, territory, or possession of the United States, the District of Columbia, or a foreign country recognized by the State Board of Registration for Architects, Engineers, and Land Surveyors eligible for comity in accordance with AS 08.48.191(b), may apply for vacancies in this job class. Persons qualifying under this provision must become registered in Alaska as an Electrical Engineer within one year of hire and sign an agreement to this effect as a condition of employment.


BACKGROUND CHECK

This position requires the incumbent to submit to a fingerprint based criminal history background check.  Due to the sensitive nature of this position, and required access to APSIN, an applicant with criminal convictions will not move forward in the selection process.

It is your responsibility to provide such evidence when applying.
