At the DOT&PF, the ‘Planning’ section is unique in that we are involved in every phase of a project, from project development, to design, and construction. In this role you will be responsible in conducting complex planning studies, compiling project status reports and white papers, and assist in the preparation and revision of Alaska's multi-year surface transportation, aviation, and ports and harbors improvement programs for a specific Central Region planning sub-area.

The working environment you can expect:
This position is located in the Central Region Headquarters building by Lake Hood, the world's busiest seaplane base. Lake Hood is surrounded by a walking/biking trail where employees can be spotted during lunch break. The work environment is primarily an office job, duties may include occasional field work or site visits.
The Department has opened a satellite office in Wasilla on the Seward Meridian Parkway. This position is eligible for consideration of reassignment to the Wasilla office if the employee is interested and dependent on staffing level needs.
This position may be required to travel to remote locations via small aircraft and/or small boats.

What you will be doing:
This position is the department`s regional manager for the capital improvement program development for the Mat-Su Metropolitan Planning Organization (MPO). The incumbent is the department`s staff and liaison to the Mat-Su MPO’s Technical Advisory and Policy Committees. The Mat-Su MPO fulfills the federal planning requirements that enable the Mat-Su MPO to receive $7-$100 million each year in federal highway funds to improve transportation systems. The position develops and implements transportation plans and programs, and ensures they comply with federal and state laws, regulations, and policies.

Minimum Qualifications
Any combination of education, certification, and/or experience that provides the applicant with competencies in:
Budget Administration: Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.- External Awareness: Understands and keeps up-to-date on local, national, and international policies and trends that affect the organization and shape stakeholders' views; is aware of the organization's impact on the external environment.
- Landscape Architecture: Knowledge of the concepts, theories, and practices used in the planning, designing, construction, and adaptation of outdoor features, taking into consideration recreation planning, requirements, aesthetic value, and compatibility with other developments and resources.
- Transportation: Knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including costs and limits.
- Transportation Engineering: Knowledge of the concepts, principles, theories, and methods applicable to planning, designing, and constructing of transportation systems including traffic analysis, signal analysis, highway capacity, pavement design, bridge construction, planning of transportation projects, environmental analysis of transportation facilities, and transportation network analysis.
Post-secondary education in urban, regional, transportation, or landscape planning;
AND/OR
Experience, which involves some combination of the design of research projects, setting standards for technical adequacy, and/or coordinating the planning contributions of lower level planners or other agencies, in environmental, transportation, or community development; architecture; civil engineering; landscape architecture; urban design; historic preservation; geography; geographic information systems; housing administration; grant administration; accounting; business management; or research.
