The Center of Excellence drives technological advancements to improve firefighting practices and influence innovation across the public safety community.
Additionally, the marketing and communications manager will educate the target audience, stakeholders of various industries, and the general public on services and products offered by the Center of Excellence (CoE). This position will be responsible for developing communication plans, documents, or other related materials for internal or external distribution to convey the mission, vision, and initiatives of the Center of Excellence.
This position reports directly to the Director of the Center of Excellence and serves as the primary decision-maker and spokesperson for all marketing and communications needs. They will take responsibility for all communications of the CoE, its projects, and programs while effectively communicating to internal and external stakeholders within and outside the division/department, the state, and across the country.
The individual in this role will create, launch, and manage a marketing and communications plan day by day. Furthermore, they will ensure that all stakeholders and the general public are informed of the projects, information, and events related to the CoE. The position will also assist the Division's (DFPC) communication plan.
Key Responsibilities:
Communication Strategy Management
- Responsible for overall communication strategy formulation, implementation, and evaluation.
- Oversees all communication and marketing strategies to include partnerships, social media, marketing campaigns, etc.
- Directs the development of CoE marketing promotions, unites strategic communications, branding, pro-active community relations, critical strategic partnerships, and community engagement.
- Oversees and manages the CoE’s response reactively. This includes communication with all media outlets and platforms to manage the division’s image and provide transparent communication to its customers and the communities it serves.
- Measures the effectiveness and impact of communication initiatives that are both proactive and reactive, and internal and external.
- Manages organizational messaging through a variety of channels, including written publications, e-communications, web strategy, and public events.
- Responsible for all marketing and communications for CoE and serves as the primary contact for media inquiries and responses.
- Acts as the central liaison and handles media inquiries, crafting timely and effective responses.
- Responsible for creating press releases, media kits, and other materials to communicate CoE news in a transparent, informative, and timely manner. Building and maintaining positive relationships with local, regional, and national media outlets, journalists, bloggers, and industry influencers is crucial.
- Responsible for the strategic planning, decision-making, coordination, execution, and evaluation of internal and external events in alignment with the CoE's mission, goals, and objectives. Such events will be designed with creativity and innovation in mind and can reach an attendance of over 500 people. These include, but are not limited to, community gatherings, employee functions, and stakeholder engagements.
- Performs other duties as assigned or requested by the Director of the Center of Excellence or their designee.
- Provides support as requested to meet the needs and mission of the section.
- Periodically participates with other staff on unplanned projects, events and opportunities.
MINIMUM QUALIFICATIONS
- Seven (7) years of professional work experience in managing communications for public/government agencies, public relations, marketing, or related programs required, which must have included experience with multiple communications tactics/tools, such as social media, web-based, and print media.
- Experience must include four (4) years of membership/participation in a Joint Information Management Center (JIC) through a government agency or special district.
- Experience must also include four (4) years of event management experience (community events and conferences).
- A bachelors degree.
- Three (3) years of professional work experience in managing communications for public/government agencies, public relations, marketing, or related programs required, which must have included experience with multiple communications tactics/tools, such as social media, web-based, and print media.
- Experience must include three (3) years of membership/participation in a Joint Information Management Center (JIC) through a government agency or special district.
- Experience must also include three (3) years of event management experience (community events and conferences).
PREFERRED QUALIFICATIONS
- Proficient in Adobe Creative Suite, Excel, Word, Microsoft Outlook, WordPress and other website dashboards.
- Strong skills in social media management and content creation.
- Strong skills in website design, WordPress maintenance and graphic design.
- Basic HTML skills.
- Experience in crisis communication, writing press releases and media training.
- Bachelor's degree with an emphasis in Marketing/Business.
- ICS 100 through FEMA.
- ICS 200 through FEMA.
- Must be Colorado resident at the time of application.
- Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 6 months of hire.
- Position will operate a state vehicle.
- Position will be required to attend meetings across the state, and facilitate media presence at field events.
- Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and drug test.
