We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from fully remote, hybrid, to full-time in the office. The Government Relations Team serves a variety of federal and state stakeholders across Colorado including development and execution of the Department’s state legislative agenda. As part of the Department's Policy, Communications & Administration (PCA) office, the Legislative Analyst works other members of the Government Relations team to track and analyze legislative initiatives and provide legislative recommendations to the Executive and Leadership Teams through research and analysis of state, local, and federal policy. This team also includes the Department's Legislative Liaison (chief lobbyist) and reports to the Government Relations Director. WHAT YOU'LL BE DOING:
The position is part of the legislative team and is relied on by executive management to develop and implement legislative strategy and agenda. This includes:
- Conducts complex and technical research and analysis on existing health programs, proposals for new legislation, the impact of proposed legislation and/or bills on the Department, and recommends changes to the Legislative Liaison, Office Leadership, Executive Director, and Senior Executive Team (SET).
- Track bills status from concept through implementation during session and for legislation impacting the Department and Department-led efforts.
- Manage and monitor the annual legislative report cycle to ensure content meets statutory requirements, including a high-level Executive Summary.
- Attend and cover relevant legislative committee hearings and meetings with legislators, as assigned.
- Provide guidance on legislative proposals, research, and analysis to help SET prepare for hearings and advocate on behalf of the Department.
- Manage executive engagement, including maintaining legislative calendars, tracking hearing invitations, and developing executive level communication materials for the Executive Director, Senior Executive Team and Governor's Office with various stakeholders on the legislative agenda, bill status, implementation of legislation or reports
- Draft press releases, correspondence and newsletters for both internal and external audiences, including legislators, the media, stakeholders, members, and colleagues in the Department.
MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor's degree from an accredited institution in Political Science, Public Policy, Public Health, Business, Communications, or related field AND at least two years of full time professional experience in government, public policy, healthcare, or related field.
Substitutions:
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education will substitute for the required experience on a year-for-year basis.
PREFERRED QUALIFICATIONS
- Public health policy analysis experience in Colorado
- Experience tracking and analyzing proposed legislation, presenting findings and recommendations regarding legislative status
- Presentation experience on health policy to various stakeholders
- Demonstrated project management experience
- Prior State experience related to the duties of this position

Comparative Analysis Process
