The Department of Revenue (DOR) employs approximately 1,600 hard-working and dedicated employees throughout Colorado. We can be seen performing functions as varied as auditing and collecting taxes, issuing driver licenses and motor vehicle titles, marketing lottery products, and regulating liquor, gaming, horse racing, marijuana, and the auto industry in order to assist the citizens of our state.

liquor and tobacco products, through the fair administration of liquor and tobacco/nicotine laws.

The Liquor Enforcement Division (LED) provides services to liquor license holders, stakeholders, tobacco retailers, and Colorado's citizens. The Licensing Section processes applications for new and transferred liquor licenses, permits, and applications for renewals of liquor licenses. The Licensing Unit responds to stakeholder inquiries, and acts as the primary point of contact for Local Licensing Authorities in municipalities and counties throughout Colorado. The licensing unit conducts application review, processes deposits and is responsible for revenue reporting.

Primary Duties:
  • Application Review and Process Implementation - Reviews alcohol beverage and tobacco/nicotine license applications for compliance and completion, reviews and approves applications for organizational or operational changes, provides training and guidance on processes and procedures, and works with local authorities to correct deficiencies on applications.
  • Workflow and Processes - Coordinates workflow of applications, monitors progress, maintains phone and email schedules, and reports status updates and concerns.
  • Division Liaison - Acts as the first point of contact to the Division for clerks, licensees, and the general public, provides appropriate/authorized information via phone, email, written correspondence and in person, and identifies issues for management review.
  • Fee collection - Ensures proper accounting of fees, processes transfer of funds, processes requests for refunds, and researches any issues.
  • Reporting - Tracks workflow, reports statistics, maintains spreadsheets, and maintains files and records ensuring completeness and accuracy.
MINIMUM QUALIFICATIONS:
Education and Experience:
Three years of general clerical experience in an administrative or office support role demonstrating high level decision making and multitasking.
General clerical duties may include: the accurate and timely completion and processing of
documents and information electronically; scheduling; accepting reservations or accepting registrations; reception and intake; record keeping and maintenance; meeting arrangements; document creation, word processing; revising office procedures; compiling and formatting the content for program materials such as annual reports and newsletters; screening documents and supporting information to determine eligibility, authenticity, or identity; accounting for the unit's allotted funds by authorizing (signing) operating expenditures.

NOTE: Retail, food service or call center customer service is not in an office support environment and will not be given credit toward the minimum requirements.

Substitutions:
College or university course work in Business or a similar discipline may substitute for the
experience on a year for year basis.

Necessary Special Requirements:
Applicants must be able to successfully pass a background investigation.

Preferred Qualifications:
  • Knowledge and experience processing liquor license applications and renewals
  • Experience with the Mylo Licensing system and GenTax system
  • Possess a strong understanding of the Colorado Liquor Codes and Rules
  • Exceptional interpersonal/customer service skills
  • Excellent written and communication skills
  • Strong ability to multi-task
  • Proven ability work independently and accept supervision
  • Proven success organizing and tracking workload
  • Attention to detail
  • Established proficiency in position-related office technologies, especially Microsoft Office programs to include Word and Excel and Google Suite products.

Competencies required for all DOR positions include good communications skills, interpersonal and people management skills, the ability to multitask, the ability to work with confidential information, the ability to work in high-stress environments, and the demonstrated ability to assist customers. 

Conditions of Employment with the Colorado Department of Revenue:
1. As a condition of employment with the Colorado Department of Revenue, a requirement exists that all personnel timely file all necessary Colorado Individual Income Tax (CIIT) returns and timely pay tax obligations.  As such, all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.

2. Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence. All job finalists require successful completion of a background investigation and reference check prior to appointment. Fingerprint background checks and pre-employment drug testing may also be required for some positions.
