Description Of Job

Hybrid. Predominantly telework with a minimum of one in-person meeting a month. This is subject to change due to the BHA’s need.

8-5 Monday through Friday

About This Unit

The Marketing Supervisor is located within the Colorado Department of Human Services (CDHS), Behavioral Health Administration (BHA) which leads and promotes the State’s behavioral health priorities, ensures that behavioral health services respond to the changing needs of communities, monitors State and local data, and continuously evaluates State efforts. In collaboration with other state agencies, the BHA is accountable for the delivery of behavioral health services in Colorado. It bestows a streamlined and efficient government approach to support quality care while minimizing the burden to providers so that they can focus on service delivery. BHA is responsible for behavioral health policy development and effective collaboration with cross-sector partners working in and around the behavioral health system and along the continuum from prevention to treatment and recovery. Further, BHA works in partnership with State agencies to reduce bureaucracy and fragmentation.

The Communications Unit is an organizational work unit within BHA. This division creates and oversees communications for BHA programs and executive staff. The Communications Division works closely with division directors, managers, supervisors, and senior leadership. This unit also works closely with the Governor’s Office and other state agency communications teams. The role of the Unit is to promote positive external relationships and bring the voice of stakeholders to BHA; to design strategy and tactics as well as be the day-to-day communications arm of the BHA; recruit, retaining, and engage with internal staff, keeping them in the loop and involved in decisions and updates. The unit ensures that the BHA’s vision, mission, and values are transparently communicated and supports the development of processes and materials that demonstrate the BHA’s progress in enhancing behavioral health accountability, equity, and effectiveness. The unit works closely with CDHS legislative liaisons, communications directors, the audit division, and the State Board of Human Services to ensure coordinated external relationships.

About This Position

This position exists to design, lead, and manage BHA statewide marketing campaigns, which lead and promote the State’s behavioral health priorities, as well as special projects relative to the Department’s programs and divisions. The Marketing Supervisor is responsible for the planning, coordination, and execution of campaign strategies and goals that support and align with Department goals, and leads other state agencies (e.g. CDHS, CDEC, HCPF, COAG, and CDPHE) and community partners (e.g licensed mental health and substance use treatment providers, Managed Service Organizations, Administrative Service Organizations, Colorado Consortium for Prescription Drug Abuse Prevention, COACT, Persistent Drunk Driving Committee, 988 Enterprise Board, Colorado Digital Services, agency partners, sub-contractors, and program stewards ), as well as the BHA Senior Leadership team.

This position requires knowledge and experience in behavioral health marketing (social marketing) and expertise in the development and implementation of behavioral health marketing strategies and tactics and behavioral health topics such as mental health and substance use disorders spanning prevention, treatment, and recovery. With support from the Communications Director, the position attends to all aspects of campaign development and implementation including, but not limited to, managing a team of marketing and outreach specialists; serving as the point person for agency partners; conducting research; and executing and/or developing funding requests, statewide plans, strategies, policies and procedures for marketing. It also helps recruit, train, supervise, and develop communication staff.

This position applies expertise in current marketing and communications approaches and methods and analyzes and applies recent and relevant data and research to design strategy, systems, processes guidelines, rules, and standards that are mission-critical to communicating behavioral health services provided by the BHA. This position evaluates the effectiveness of various prevention, intervention, treatment, and recovery messages to inform ongoing optimization and development of messages to best reach the people of Colorado in need of behavioral health supports and services; results of this ongoing work are used to shape current and future state and national programs, policies, and practices.

Further, this position is responsible for the brand management of BHA and its logo use, the public presence of BHA programs and subject matter experts via decks, material review, etc., and directs and manages the outreach and engagement to promote and expand the presence of BHA campaigns and programs to target audiences. An important competency in this role is to strategically think on behalf of the organization, Coloradans receiving or needing care, and other state departments to problem solve and proactively plan.

Summary Of Role And Duties

This position is the BHA Communications Team’s marketing expert. They oversee the many different campaigns that the Communications Team is responsible for and serve as a strategic connector across all campaigns to ensure that the voice and values of the agency are consistent across the board, while simultaneously supporting the unique branding and needs of each campaign. This position is highly organized, capable of directing their team to meet tight deadlines, and is meticulous in their management of campaign budgets and multiple ongoing vendor projects. They should have unmatched attention to detail and a willingness to focus on getting a campaign just right - down to even the tiniest words and images - to effectively serve the people of Colorado. This position must also be highly adaptable and willing to quickly shift course when crises arise or campaign budgets shift, as is a frequent occurrence in state government work. This person should also be a positive and supportive supervisor, searching for opportunities to advance their team member’s unique skill sets. A willingness to learn about the policies and challenges that are the catalysts for each marketing campaign is also a must - curiosity and passion for the work will enhance the hard skills required for success in this role.

Behavioral Health Campaign Strategy

  • This position leads and designs communications and marketing strategy across multiple statewide campaigns/initiatives covering the behavioral health continuum, including prevention, intervention, treatment, and recovery.
  • Oversees, develops, and implements behavioral health service marketing strategies informed by behavioral health communications best practices, community-informed practice, federal action planning and activities, and relevant, recent research on the topic, including health equity research.
  • Manages multiple external marketing contracts, budgets, and deliverables. This position is responsible for the timely execution of contracts and deliverables, and for having expertise in navigating federal and state fiscal rules and deadlines in managing the budget.
  • Analyzes and applies research on behavioral health and behavior change communications best practice research to all existing marketing campaigns, and informs the development of new campaigns to meet the emergent behavioral health needs of the people of Colorado.
  • Oversee, develop, and implement audience research to inform and optimize messaging based on audience, topic, demographics, and culture.
  • Oversees, develops, and implements behavioral health marketing campaign evaluations, highlighting Key Performance Indicators (KPIs), to optimize messaging based on audience, topic, demographics, language, and culture.

Brand management:

  • Manages, updates, and oversees BHA brand
  • Creates and manages all templates and branded documents for the department on a shared Google file, intranet, and as appropriate, publicly
  • Manages and directs proper use of the BHA logo in presentations, files, clothing, event swag, etc. with vendors, partners, staff, and other uses
  • Supports presentation creation and review for BHA leadership and staff
  • Utilizes strong writing skills and critical thinking to showcase statewide campaigns and Behavioral Health Administration brand, mission, vision, values and strategy.

Campaign Outreach and Engagement:

  • This position plans and oversees the campaign and program promotion for BHA at a variety of in-person and virtual events covering the behavioral health continuum, including prevention, intervention, treatment, and recovery.
  • Leads and designs communications and marketing presence plans for target audiences, stakeholders, and partners
  • Builds and maintains relationships with new and existing target audiences, stakeholders, and partners

Supervision:

  • Manages the campaign staff by providing direct, formal supervision of three or more FTEs.
  • Fulfills all supervisory duties including training, coaching, and regular supervision to ensure the programs are appropriately staffed and selected staff members are the best qualified and prepared for maximum productivity and job and program success.
  • Plans, prioritizes and assigns workload, and analyzes and monitors workflow and progress to ensure the quality and quantity of work meets standards, deadlines for deliverables, and program goals and objectives.
  • Establishes work schedules, reviews and approves work time and absences using the automated system.
  • Identify training and developmental needs and provide training to develop skills.
  • Provides feedback and coaching; writes, reviews, and signs performance plans; evaluates and signs performance evaluations.
  • Resolve employee performance problems and issues, disputes, and informal (Step 1) grievances; issue corrective actions and initiate discipline as needed.
  • Write and review position descriptions, recommend promotions or demotions, changes in pay, and sign personnel action forms.
  • Initiate the hiring process, provide subject matter expertise during the comparative analysis process, interview applicants, and hire employees after consultation with the second-level appointing authority.
  • Maintain up-to-date knowledge of Department and Statewide policies and procedures.
  • Other duties as assigned

Option 1 (Minimum Qualifications)

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  • Eight (8) years of relevant experience in marketing, inclusive of brand management, campaign development and implementation, experience designing and executing a marketing campaign.

  • A combination of related education and/or relevant experience in marketing inclusive of brand management, campaign development and implementation, experience designing and executing a marketing campaign equal to eight (8) years

Preferred Qualifications:

  • 7 years or more experience in a marketing/communications position
  • Experience managing multiple complex contracts, projects, and campaigns
  • Subject matter awareness and experience in behavioral health
  • Supervisory experience

  • Ability to work with multiple, competing deadlines on a daily basis; ability to easily transition from one priority to another and manage constant interruptions, while remaining productive and meeting deadlines

Conditions Of Employment

  • This position travels throughout Colorado to meet with stakeholders and community partners.
  • This position is delegated as a hybrid position. The employees must maintain a home office, internet, and possibly phone to complete required job duties or report to the office when needed.
