The Work Unit:
Newcomer Health (NH) is a program within the Health Equity Branch. The purpose of the program is to conduct surveillance to detect, prevent and control diseases and evaluate existing health programs to improve the health of newcomers and/or immigrants that are newly arrived in the United States. The program: 1) enhances existing surveillance networks for communicable and non-communicable diseases, including, but not limited to: vaccine-preventable diseases, malaria, hepatitis, intestinal parasites, nutritional deficiencies and anemia; 2) evaluates the health status of newcomers and/or immigrants for the purposes of informing and improving U.S. programs for overseas and the post-arrival health assessments and interventions, such as presumptive treatment for parasitic infections; and 3) improves the health of newcomers and/or immigrants undergoing U.S. resettlement and protects the health of their receiving communities by controlling the spread of communicable diseases. This program addresses the “Healthy People 2020” focus area(s) of Global Health. 

The program is also responsible for monitoring all newcomer screening data received from a number of community health clinics that perform the newcomer health screening and distribute this data to a variety of internal and external partners, including local, 2 Revised 11/23/2021 state, and federal public health authorities and agencies. Health Equity, and the Newcomer Health Program, operate on the belief that all people - no matter their race, ethnicity, gender identity, sexual orientation, education level, age, language, religion, ability or geographic location - should have the opportunity to live healthy lives. An additional focus of NHP is to manage a national Center of Excellence in Newcomer Health (COE). NHP leads the surveillance and epidemiology component of the national COE, houses and manages a data coordination center and coordinates newcomer surveillance data from multiple states, other state agencies, and clinics within Colorado, including overseas and domestic medical screening data and additional public health data, as identified. Coordinating and pooling data from around the country makes information accessible to public health workers, policymakers, healthcare providers and the general public. The program expands and enhances newcomer public health surveillance capacity in Colorado and builds a network around the country.

This position serves on a team of analysts in the Newcomer Health Program. In addition to analysis for core functions of the unit funded by the Colorado Department of Human Services, this position conducts analysis and reporting for the Center of Excellence in Newcomer Health and COVID-19 reporting requirements, specifically related to health conditions among newcomers both domestically and overseas. The position will serve as a primary point of contact for newcomer and mapping analyses for the COE. The position requires extensive knowledge in statistical analysis and biostatistical principles, with emphasis on the visual display of data via a business intelligence tool. The position is responsible for taking large amounts of data from a variety of sources and pooling and manipulating data for aggregate reporting and analysis. This position will use appropriate statistical software (e.g. SAS), and a business intelligence platform (e.g. Tableau), ensuring appropriate statistical methodology is utilized to perform epidemiologic and statistical analyses using multiple data sources. This position will be required to work on several important projects and complex datasets simultaneously, and requires active participation on a number of different collaborative projects and work groups. This position will provide statistical analysis and reporting support, working with members of the Newcomer Health Program and collaborating with the stakeholders at contracted screening clinics. The position will act as a resource to internal and external stakeholders for the COE. This position will serve as a technical resource and may train other analysts to conduct complementary analyses once this position is fully trained. This position will respond to requests for information and presentations from the public, CDPHE, and other health and public health professionals. This position will also work with other mapping and validation specialists on the team to map data from domestic and overseas sources to the COE database, namely from the CDC Electronic Disease Network (EDN) and clinical data from Refugee Health Clinic electronic medical records (EMRs).

This position is additionally responsible for

  • This position will collect, compile, clean, analyze and report on a variety of health and public health data related to newcomers, with a focus on health and mapping data
  • This position is responsible for understanding population change over time, in specific relation to newcomer arrivals and applying new data to update existing models
  • Decides when adding data sources or modifying analysis model improves the accuracy of coverage estimates
  • Decides how to present analysis results including reporting the assumptions and limitations of the analysis.
  • Decides which data sets are available on an ongoing basis to best monitor coverage rates over time.
Minimum Qualifications/Substitutions:
In order to be included in the applicant pool you must meet one of the following conditions:

(OPTION 1)
   
  • Six (6) years professional experience in statistical analysis and/or evaluation.
OR

 
 (OPTION 2) 
  • Bachelor's degree from an accredited college or university in program evaluation, public health, statistics, psychology, epidemiology or a closely related degree, 
AND
  • Two (2) years of experience in leading research and/or evaluation projects, including methods design, development of data collection tools, quantitative and qualitative analysis, and reporting. 
 
OR

 (OPTION 3)ADVANCE DEGREE :
   
  • A Master's in degree from an accredited college or university in program evaluation, public health, statistics, sociology, psychology, epidemiology or a closely related degree AND one year of experience in leading research and/or evaluation projects, including methods design, development of data collection tools, quantitative and qualitative analysis, and reporting statistical analysis.
     


Preferred Qualifications and Essential Competencies:
The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
  • Experience leading evaluations of public health prevention programs, especially in cancer and/or chronic disease
  • Group facilitation skills to identify priorities and gain consensus among participants
  • Demonstrated ability to determine most appropriate research/evaluation design, given project goals, and document methods in a written plan
  • Attention to detail and problem solving to ensure data and work are accurate and high quality, including ability to recognize issues with data and find ways to fix any inaccuracies
  • Experience building and managing surveys with online survey platforms (i.e., REDCap, Qualtrics, etc.)  
  • Knowledge of the principles and techniques of descriptive and inferential statistics, including ability to determine the most appropriate statistical test to use in a given situation, and conduct analyses using a statistical package (e.g., SPSS, SAS or R).;
  • Proficiency in the use of MS Office Suite and/or Google Business Suite 
  • Ability to write reports that include conclusions and recommendations based on identifying both qualitative and quantitative analyses
  • Experience collecting, managing, cleaning, analyzing, and/or interpreting quantitative and qualitative data
  • Ability to combine, manipulate and manage relational data using SQL and/or MS Access
  • Experience reporting analysis results and findings both written and verbally and displaying data in visually appealing ways for a variety of audiences (i.e., reports, summaries, dashboards, presentations, etc.)
  • Ability to articulate the complexities of data and results of analyses to a variety of audiences with varying backgrounds and competency levels
  • Critical thinking; ability and motivation to develop creative solutions to complex, interpersonal, process, and systemic challenges
  • Initiative and self-management; the ability and drive to dive into work and accomplish tasks within established time frames
  • Self-efficacy, flexibility and adaptability to ambiguous projects and the ability to perform research or ask questions to identify appropriate course of actions.
  • Understanding of how the Social determinants of health (SDOH) impact health outcomes and health equity, and the implications for evaluation
