The Operations and Advancement division oversees a strategic selection of campus enterprises and responsibilities, including Facilities Management; the campus physical plant and construction; Parking and Safety; Auxiliary Services; Hispanic Serving Institution Initiatives, Marketing, Communications & Community Relations; and the Denver-based Advancement team. This diverse portfolio allows the teams to imagine long-term partnerships; support a campus master planning initiative; establish new fundraising opportunities as long-term drivers for new and evolving academic and student experiences; to develop meaningful relationships and pipelines with alumni graduates; and to message and share CSU Pueblo’s statewide engagement and impact to stakeholders in Denver and beyond. The team's objective is to build and strengthen CSU Pueblo’s ten initiatives of Vision 2028 and to support the campus ecosystem while working toward achieving the three wildly important goals of the university: elevating the appeal of campus, enhancing student success, and developing our people.

CSU Pueblo is dedicated to interdisciplinary learning and entrepreneurship that elevates our people and our community, creates educational opportunities, fosters unique collaborations, and supports inclusion, access, and affordability as a gateway to the world.This position will be responsible for overseeing all aspects of parking operations and management on campus as well as maintaining compliance requirements with State Fleet to include procurement, maintenance, and utilization of vehicles to ensure the efficient and safe transportation of faculty, staff and students. This position plays a critical role in implementing policies and procedures, and maintaining a safe and orderly parking environment for students, faculty, staff and visitors. The role involves coordinating parking logistics, enforcing parking policies and ensuring the safe and efficient use of parking facilities for all vehicles.

Primary Duties
Fleet Management
  • Develop and implement strategies for the acquisition, maintenance, and disposal of vehicles in the fleet.
  • Coordinate vehicle purchases, leases, and rentals according to the institution's budget and needs.
  • Monitor vehicle usage and performance metrics to identify opportunities for improvement.
  • Ensure that all vehicles are properly insured, registered, and compliant
    with state regulations.
Maintenance and Repairs:
  • Establish preventive maintenance schedules and procedures to minimize downtime and prolong vehicle lifespan.
  • Coordinate with maintenance staff or external vendors to perform regular inspections, repairs, and servicing.
  • Manage warranty claims and repairs to optimize cost-effectiveness and vehicle reliability.
Compliance and Safety: 
  • Stay abreast of federal, state, and local regulations pertaining to fleet management and transportation.
  • Develop and enforce safety protocols, including driver training programs and accident reporting procedures.
  • Conduct periodic audits and inspections to ensure compliance with safety standards and regulations.
  • Attend Monthly State Fleet meeting.
Budget and Financial Management:
  • Prepare and manage the annual fleet budget, including forecasting expenses and monitoring expenditures.
  • Identify cost-saving opportunities through efficiency improvements and alternative
  • transportation solutions.
  • Evaluate the financial feasibility of fleet expansion or modernization initiatives.
Sustainability Initiatives:
  • Implement strategies to reduce the environmental impact of the fleet, such as promoting fuel-efficient driving practices and exploring alternative fuel options.
  • Monitor and report on key sustainability metrics, such as fuel consumption and emissions reductions.
  • Collaborate with campus stakeholders to integrate sustainable transportation options into campus planning and operations.

Stakeholder Engagement: 
  • Serve as the primary point of contact for fleet-related inquiries and requests from faculty, staff, and students.
Parking Operations Management
  • Develop and implement comprehensive parking policies and procedures that align with the institution's goals and objectives.
  • Coordinate the operation and maintenance of parking facilities, including parking lots, garages, and on-street parking areas.
  • Oversee the issuance and management of parking permits, including permit allocation, distribution, and renewal processes.
  • Monitor parking occupancy levels and usage patterns to optimize parking availability and allocation.
  • Act as liaison between CSU Pueblo and Pueblo County Sheriff office for special events and running clearances through the state’s computer system (NCIC/CCIC), which requires state certification.
Customer Service and Communication
  • Serve as the primary point of contact for parking-related inquiries, complaints, and feedback from students, faculty, staff, and visitors.
  • Provide timely and accurate information about parking policies, procedures, and availability through various communication channels, including website, signage, and social media.
  • Implement strategies to enhance the customer experience, such as improving signage, wayfinding, and access to parking information.
Parking Enforcement and Compliance
  • Develop and enforce parking regulations to maintain order and safety within parking facilities.
  • Coordinate with enforcement staff or external vendors to conduct patrols, issue citations, and address parking violations.
  • Ensure compliance with parking regulations, including ADA accessibility requirements and fire lane restrictions. 
  • Implement technology-based solutions, such as parking permit systems and license plate recognition, to enhance enforcement efficiency and effectiveness.
Revenue Management and Financial Administration
  • Develop and manage the parking budget, including revenue forecasting, expense tracking, and financial reporting.
  • Implement parking fee structures and pricing strategies to maximize revenue while balancing affordability and accessibility.
  • Coordinate the collection and processing of parking fees, fines, and citations in accordance with institutional policies and procedures. 
  • Explore opportunities for revenue generation through alternative parking services, such as event parking and parking partnerships.
Sustainable Transportation Initiatives
  • Collaborate with campus stakeholders to promote alternative transportation options, such as public transit, biking, carpooling, and ridesharing.
  • Implement programs and incentives to encourage sustainable commuting behaviors among students, faculty, and staff.
  • Evaluate the environmental impact of parking operations and identify opportunities for sustainability improvements, such as bike infrastructure and electric vehicle charging stations.
Strategic Planning and Policy Development
  • Participate in campus planning and development initiatives to integrate parking considerations into long-term strategic plans.
  • Assess future parking needs and trends to inform facility expansion, renovation, or redevelopment projects.
  • Develop and revise parking policies and procedures in response to changing campus dynamics, transportation trends, and regulatory requirements.
Work Study Supervisor
  • Hires, trains, schedules and supervises work study/hourly students. Set up new work schedules each semester. Monitors hourly time sheets, sick and annual leave. Reviews and evaluates work performance for employee retention, raises or dismissal requirements.
Ancillary Duties:
  • Other duties as assigned.
Salary:
$47,000 - $63,000Minimum Qualifications
  • Bachelor’s Degree in Criminal Justice or business or other related field
  • Computer Skills including experience with MS Office Systems
  • Experience working with multiple offices and a diverse population
Preferred Qualifications
  • Colorado Post Certification or similar state law enforcement certification program
  • Bilingual in English and Spanish
