We have two Senior Budget Analyst positions open, one supports Student Life and FA&O areas and the second supports Academic Affairs. These positions report directly to the Assistant Director of Budget and Financial Planning. These positions are responsible for operating budget management, routine and non-routine institution-wide forecasts, annual budget processes, cost projections, revenue projections, and ad-hoc analyses and scenario projections.
Additionally, these positions are responsible for procedural documentation, budgeting system implementation, and financial data communication into high-level summary reports. These positions require critical and strategic thinking, highly effective communication skills, the ability to perform robust financial analyses, independent problem-solving skills, effective and collaborative interpersonal abilities, detail orientation, initiative, and the ability to manage simultaneous, high-profile projects.

DUTIES AND RESPONSIBILITIES:
BUDGET DEVELOPMENT AND MONITORING—45%
- Supports a portfolio of academic departments and student support offices in Student Life, FA&O, and Academic Affairs areas.
- Position analyzes, develops and implements program/division and organization unit plans and budgets.
- Utilizes complex program data in the development of budgets.
- Determines organizational chart of accounts structure to meet the reporting needs of the program/division manager.
- Utilizes program knowledge to evaluate and monitor annual budgets developed for operating, personal services, and other related program expenses.
- Develop and provide staffing patterns that project personal services costs based on the needs of the division and relevant programs.
- Determine and review mandated cost projections.
- Determine and review revenue projections.
CONSULTATION AND PARTNERSHIP—35%
- Advise program managers to ensure adherence with expense budgets, appropriation limitations, state fiscal rules, federal administrative guidance and other internal and external fiscal policy and procedure. This includes, but is not limited to approving/disapproving hiring requests as well as developing solutions to unforeseen budget/fiscal related problems.
- Develop budget projections based on program knowledge and long-range plans.
- Communicates with senior leadership and management on budget matters.
OPERATIONAL—20%
- Manages position funding and management.
- Completes benchmarking and ad-hoc reporting.
- Develop procedural and mapping documentation.
- Performs other duties as assigned to advance the mission of the program and Mines

Minimum Qualifications:
Education and Experience:
- Bachelor’s degree in accounting, business, finance, or related field.
- Three years of professional experience in budget analysis, budget development and implementation, or administration (including budget formulation, execution, and analysis)
- Demonstrated experience in Microsoft Office Suite, specifically advanced abilities in Excel.
- Demonstrated ability to communicate effectively verbally and in written form.
- Demonstrated ability to build partnership with community members.
- Ability to manage and understand complex information systems.
- Experience working with large complex data sets.
- Advanced proficiency with Window-based software packages involving spreadsheets, databases, word processing, and presentation applications
Education and Experience:
- Master’s degree in accounting, business, finance, or related field.
- Experience in higher education.
- Experience in enterprise resource planning (ERP) systems, such as Banner or Workday.
- Experience with higher education fund accounting, budget and projection modeling, and cost accounting.
- Advanced communication skills, display professional presence in meetings and summarize communications at the appropriate level for executive audiences.
- Banner, Workday, Oracle-based or similar financial system experience.
