Introduction

The State of Connecticut () Department of Transportation (DOT) () is accepting applications for a Connecticut Careers Trainee () position, with a target classification of Transportation Planner 1 () , in the Division of Bridges () - Consultant Bridge Design - CLE Program.

This posting may be used to fill other Connecticut Careers Trainee vacancies within the Division of Bridges.

Current students who will be graduating with a Bachelor's degree by May 2024 are strongly encouraged to apply!

We are looking for a self-motivated, collaborative professional to join our team. This position will receive training to provide oversight over the administrative aspects of consultant agreements to help the Division of Bridges () deliver critical bridge and structure rehabilitation / replacement projects.

POSITION HIGHLIGHTS

JOB REQUIREMENTS

Applicants must be available to travel for training, conferences, meetings, field reviews, etc. both within and outside of normal working hours, when necessary.

A valid motor vehicle operator's license is required and must be maintained. Please list your Driver’s license number, expiration date, and issuing State in the "Licenses and Professional Certifications" section of your application.

If applicable, please also list your Professional Engineer (PE) license number and expiration date, Engineer in Training licensure, and any other job-relevant licenses or certifications you hold.

THE ROLE

The Division of Bridges () manages, directs, and coordinates all activities performed by the following Engineering Sections : Bridge Design, Consultant Bridge Design - CLE Program, Major Bridges, Bridge Safety and Evaluation, Hydraulics & Drainage, Soils & Foundations, Rail Bridges and Structures, and the Bridge Management unit.

The current vacancy is within the Consultant Bridge Design CLE Program, however, the results of this posting may be used to fill other vacancies within the Division of Bridges in the future.

The Consultant Bridge Design CLE Program : ()

Oversees bridge design performed by consulting engineers on State roads for bridges that are in need of rehabilitation or replacement

Supervises the bridge liaison staff that guide consultants designing improvements on State highways involving structures

Oversees activities of municipalities under federal and State grant programs that are designing or contracting with consultants to design bridge improvements on local roads

Develops alternative project delivery methods (Design-Build, Construction-Manager-At-Risk, Construction Manager / General Contractor )

The Connecticut Careers Trainee position will focus on :

forecasting resource needs

planning consultant assignment allocation

providing planning assistance with private consultants

reviewing proposed legislation related to consultant agreements

financial planning and other administrative aspects of consultant agreement oversight

Connecticut Career Trainees become eligible for promotion to the target classification of Transportation Planner 1, () upon successful completion of the 1 or 2-year training program.

Length of training program is determined by the incumbent’s education, experience and the target class requirements.

Salary Note : During the first year of training, Connecticut Career Trainees with a Bachelor's degree or equivalent qualifying experience earn $53,978 per year, and Connecticut Career Trainees with a Master's degree earn $55,921 per year.

During the second year of training, the salary increases to $61,761 per year.

SALARY NOTE ()

First year of training : Bachelor's degree and / or qualifying experience : FS 15 Step 1 ($53,978 / year) Master's degree in civil engineering, transportation, urban, regional or environmental planning : FS 15 Step 2 ($55,921 / year)

Second year of training : General rate : FS 15 Step 5 ($61,761 / year)

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

Receive training to develop skills to perform the following duties :

financial and administrative consultant agreement oversight

forecast resource needs

plan consultant assignment allocation

provide assistance to consultants

review State general statutes, regulations, and proposed legislation

coordinate closely with engineers overseeing consultants’ performance of engineering work

coordinate with support units within the DOT

MINIMUM QUALIFICATIONS

Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.

PREFERRED QUALIFICATIONS

Possession of a Bachelor's or Master’s degree from an accredited college or university in one of the following degree areas : Engineering, Finance, Business Management, Planning, or closely related fields

Experience working independently, being self-motivated, and taking ownership of assignments

Experience identifying problems, researching solutions, making a decision, and verifying accuracy of decision

Experience providing verbal and written communication to multiple diverse populations

Experience with State statutes and / or regulations

Experience with public speaking and presenting

Experience prioritizing work and meeting time sensitive deadlines

Experience with consultant agreements, negotiating, and working with consultants

Experience using Microsoft Office 365 including Teams, Word, Excel, Access, PowerPoint, and Outlook
