Shift Hours: 8:00AM - 4:30PM; Some hours may vary

Summary Statement

The Family Services Program Support Supervisor (FSPSS) supervises a team of staff providing intensive care coordination to families whose children require intensive behavioral health treatment. The FSPSS will oversee and direct treatment planning and service authorizations for behavioral health care services for children who are uninsured, covered by Medicaid, or who have both Medicaid and commercial insurance. The FSPSS monitors coordination of services and supports and leads the team on achieving performance goals. The FSPSS also participates in Division, Department, and external committees, and develops and maintains collaborative relationships with families, Court, providers, and other system partners including child welfare, juvenile justice, and schools.

Selective Requirement

Selective Requirements must be met in addition to the job requirements. Applicants who do not possess the selective requirement will not be qualified.

  • Possession of an active Delaware mental health license such as a Licensed Professional Counselor of Mental Health (LPCMH), Licensed Clinical Social Worker (LCSW) or Licensed Marriage and Family Therapist (LMFT).

Essential Functions

  • Plans, directs and evaluates the work of staff.
  • Resolves complex problems or disputes in the delivery of services by contractors; Directs the implementation of corrective action plans.
  • Reviews RFP's developed by staff; Recommends selection of provider best qualified to deliver required services; Negotiates contracts with service providers.
  • Coordinates program development activities with other sections to ensure effective delivery of services to children and families.
  • Analyzes monitoring, control or evaluation systems developed by staff; Directs staff in revision to correct deficiencies or in the design of new systems to ensure accuracy.
  • Prepares program budget requests to include resources allocation and programmatic justification for such requests.
  • Chairs and/or participates on committees and task forces studying issues of departmental concern.
  • Develops policies, operating procedures and drafts proposed legislation.
  • Prepares analytical reports, position papers and planning documents regarding services to children and families.

Job Requirements

JOB REQUIREMENTS for Family Services Program Support Supervisor
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.

Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.

Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.

Six months experience in developing policies and procedures.

Six months experience in narrative report writing.

Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.

Knowledge of contract management and control such as ensuring compliance with terms of contracts; negotiating changes to existing contracts.

Knowledge of grant management and control which includes monitoring and evaluating grant expenditures.
