The Work You Will Do:
Working Title: External Affairs Manager
This position will serve as the External Affairs Manager for the Division of Workforce Services and will also serve as the division’s legislative and communication liaison. On behalf of the Division of Workforce Services, responsibilities will include but are not limited to writing and editing responses to communication and legislative requests; drafting and creating presentations and talking points, press releases, and fact sheets for external distribution; planning and coordinating events and conferences; staffing executive leadership; managing and coordinating division participation in external event requests; creating division marketing materials; and serves as the coordinator for data and information provided to the Department’s Office of Communications and External Affairs. This position will also assist in planning, directing, and developing communication designed to support the Division’s programs, services, accomplishments, and mission.

Your Specific Responsibilities:
Serves as the Division of Workforce Services’ (DWS) Communications, and Legislative manager. The incumbent is responsible for writing, editing, and distributing the Division’s press releases, statements, correspondences, marketing materials, responses to communications and legislative requests, and meeting appropriate deadlines. Serves as the coordinator for data and information provided to the Office of the Secretary.
Prepares fact sheets or other written material for Division programs’ external distribution. Maintains division templates and manages the Division’s communications material. The position assists in the planning, directing and development of communication designed to support the Division’s programs, services, accomplishments and/or mission. Assists management in developing policy decisions and procedures to effectively and efficiently accomplish the Division’s purpose and fulfill the Division’s statutory obligations.
In collaboration with the Division Bureau Chiefs, researches and writes talking points for the Deputy Secretary and other agency leadership. Assists staff in creating presentations, outreach material, and promoting Division programs across Florida.
Manages and assists in planning and coordinating events, conferences, and workshops on behalf of the Division. Participates in trainings and workshops to help staff organize and facilitate events.
Plans and ensures that the Division’s communications products are current and appropriate. Reviews documents for accuracy, correct format, and grammatical errors. Works with staff to ensure factual reporting of information for documents that are used.
Responds in a timely and comprehensive manner to inquiries sent by internal or external entities and is available to work on special projects, as needed.
Coordinates and delivers various reports, including the monthly report submitted to the Office of the Secretary, as required. Maintains Division mandatory reports list. Coordinates assignments and creates timelines with the Division’s bureaus to ensure State and Federal deadlines are met and reports are reviewed and submitted within set timeframe. Prepares report package and distributes to proper staff, internal and external.
Tracks Division project requests and assists leadership with assigning projects to correct Bureaus through the Agency review process. Collects and combines data and information for ad hoc reports to management.
Assists in tracking and directing Governor Correspondences and Public Records Requests through the right bureau or office. Coordinates with staff to submit responses in a timely manner.
Facilitates communications between the Division and the Legislative Affairs office. Coordinates bill analysis and tracking proposed legislation, federal law and guidance, and administrative rules that affect the DWS programs in a timely manner.

Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Minimum:
- Duties and responsibilities of this position must be performed at the official work site of the Department.
- Travel is required.
- The selected candidate may be required to work weekends or after regular work hours.
Preferred:
- 3 years or more of public relations and legislative experience.
- Experience with event planning and coordination.
- Experience with the Statewide Travel Management System (STMS).
- Calendar management.
