Your Specific Responsibilities:
This is a professional accounting position that maintains numerous detailed ledgers for federal and state reporting. This position prepares data collection and maintenance of detailed ledgers for hours report reporting. This position independently applies professional accounting techniques in the performance of difficult accounting work involved in the reconciliation of Florida Accounting Information Resource (FLAIR) records with the Chief Financial Officers (CFO’s) Appropriation Ledgers. The incumbent must have a working knowledge and understanding of CFO and department accounting procedures, including types of transactions, transaction requirements and use, content and arrangement of reports, coding schemes, DOH peripheral accounting systems input and the relationship of accounts used in the CFO and FLAIR ledgers. The incumbent in this position must be knowledgeable of accounting principles, Florida Statutes (FS), Florida Administrative Code (FAC), FLAIR, MyFloridaMarketPlace (MFMP), WORKS, and DDD client information system.
Responsible for auditing and processing disbursement payments, which includes but not limited to contract payments, medical payments, purchase orders, and purchasing card payments, utilizing various systems while following established statutory and departmental guidelines. Process correction entries for disbursement payment errors.
Responsible for compliing, distributing and reviewing vouchers schedules utilizing the electronic voucher system. Prepare voucher schedules for submission to the Chief Financial Officer (CFO). Also review vouchers and complete the daily medical transmission. Monitor the Reporting Distribution System (RDS) batch error report. May act as record custodian for DDD Finance & Accounting records.
Responsible for monitoring, reviewing, and reconciling encumbrances, purchase orders, and purchasing card transactions. Monitors and reports prompt payment compliance for medical and non-medical invoice payments.
Responsible for researching and logging payment inquiries, hotline inquiries, and internal customer issues. Ensures all processing is completed in a timely manner. Follow up with vendors via telephone, email or letter as appropriate for payment issues, refunds or re-payments. Assist with verifying and updating federal tax identification numbers, legal names, physical and remit to address in DDD client information system and FLAIR vendor files.
Reviews work completed by others within Finance & Accounting for accuracy and adherance to established policy. May compile monthly, quarterly and annual internal quality reports.
Responsible for the reconciliation of state and federal funds. This reconciliation is performed for state reporting which includes preparing daily, monthly, and quarterly reports. Responsible for assisting with the annual financial statements by providing detailed accounting information to DOH.
Responsible for completing various reports including: hours reporting, processing cash refunds and
warrant cancelations, reconciliation of departmental and CFO ledgers, reconciliation of funding
authorization and requesting cash draws.
Responsible for Federal Grant Reporting including preparing monthly, quarterly, and annual Federal Financial obligation reports. Assists with preparation of special cost analysis and budgetary studies. Performs indirect cost reconciliation by Federal Fiscal Years.
Responsible for processing, researching and logging returned warrants. May include completing stop payment/duplicate warrant requests and communicating with vendors utilizing various methods. Track, update and maintain returned warrant log.
Assists supervisor as needed, maintains desk procedures, assists State and Federal Auditor, backup to other accountants within F&A and performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge of and ability to use Florida Accounting Information Resource (FLAIR), MyFloridaMarketPlace (MFMP), P-Card WORKS
Knowledge of and ability to use the divisions internal systems (AS400, DCPS and PCOMM)
Knowledge of and ability to use Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)
Knowledge of Florida Statutes 215.422 (Prompt Payment) and 112.061 (Travel)
Knowledge of Florida Administrative Code Chapters 69I-24 and 69I-40
Ability to compile, review and analyze accounting data
Ability to use general office equipment
Ability to understand and apply applicable rules, regulations, policies, and procedures
Skills and ability to communicate effectively with others orally and in writing
Skills and ability to work independently, organize and prioritize work assignments
Preferred Qualifications:
At least 3 years of accounting experience.
At least 2 years of FLAIR experience.
Experience reviewing, auditing and/or paying invoices.
