Your Specific Responsibilities:

Responsible for the supervision of staff Including appraisals, planning and directing their work, approving leave, interviewing applicants, having the authority to make recommendation to hire, training new and current EPH staff, Participating in quality assurance processes and programs, and counsel and write up staff for appropriate disciplinary action as directed by HR.

The incumbent, an employee of the Florida Department of Health in Manatee County, represents the agency and its mission and values. The incumbent is part of the global public health organization and is expected to promote cooperation, courtesy, and teamwork, in a diverse environment.

 

This is supervisory work directing a staff of Environmental Specialists in promoting and protecting public health.  It includes administration, operations, enforcement actions, and quality control of assigned environmental programs serving the needs of residents and tourists within Manatee County.  The incumbent in this position performs periodic on-site quality control inspections, reviews staff inspection reports and work product. The position oversees the conduction of routine and special inspections to ensure compliance with environmental health laws, rules and regulations and program procedures, and policies specified in the 150-4 manual for Environmental Public Health. The position is expected to communicate with staff, motivating, training, evaluating, planning, and directing staff’s work. Performs interviews and screening of applicants for vacant positions under their supervision and makes recommends the hire, transfer, layoff, recall, promote, discharge, reward, or discipline of subordinate employees.  This position is responsible and accountable for the performance of the field staff under their supervision. This position will review all inspection records and supporting documents generated by the staff under their supervision.

 

This position reports to the Environmental Health Manager and directly supervises the following Environmental Health Programs: Foodborne and Water Illness Complaints, Biomedical Waste, Body Piercing, Food Hygiene, Swimming Pools, Mobile Home Parks, Community Based Residential Facilities, Tattooing, Schools, Tanning, Well Surveillance, Healthy Beaches, and Rabies Surveillance (Animal Bites). The position coordinates plan review, license applications and permit approvals, for these programs as well as complaint investigations and enforcement activities. Shares supervisory responsibility of the Swimming Pool and Mobile Home Parks programs under direction of the Environmental Manager.  Supervisory duties: mentoring, setting measurable performance standards, quarterly performance reviews and annual written performance evaluations of these positions.

 

Review routine inspections of assigned facilities within the food hygiene, swimming pools, mobile home parks, body piercing, group care, tattoo, biomedical waste, and tanning programs according to Environmental Health Manual 150-4. Assigns investigations of sanitary nuisances to direct reports.

 

Assigns possible rabies exposures and food borne illness complaints in accordance with the protocols outlines in the Environmental Health Manual 150-4 Chapters V and G respectively. Reviews notices of violation drafted by direct reports for proper code citation, prior to sending out for review by legal.

 

Is an administrator for the Environmental Health Database, custodian for all program data sets housed with that database.  Provides reports to the Division Directors as needed. Assists EH Manager with ensuring that the Manatee County Environmental Public Health Services division adheres to the protocols as set forth by the Health Program Office. This includes assisting the EH Manager with leadership training opportunities and adherence to file retention and purging requirements. Participates in decision-making, monitoring and evaluation of the EH organizational processes and programs.  Serves on professional associations, work groups and/or committees (i.e. Development Review Committee) addressing environmental public health related issues.  Performs other related duties as required by supervisor.  Performs travel related to above duties and performs other related duties as required.  Valid unrestricted driver's license required to perform these duties.   Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

Required Knowledge, Skills, and Abilities:

  • Working knowledge of environmental health and related scientific theory and practices applicable to food protection, environmental contamination, communicable disease, sanitation, and health nuisance abatement.
  • Some knowledge of chemistry and bacteriology and its relation to water treatment and food sanitation.
  • Knowledge of state laws, rules, administrative codes relative to health regulated establishments to include the farm housing, mobile home parks and private property sanitation.
  • Knowledge of math is required.
  • Some activities of this positions time is spent outside therefore the ability to work in the heat and cold and the ability to physically access and inspect diverse locations is required.
  • The position requires stamina, agility, and the ability to lift and carry objects weighing up to 30 pounds when setting up equipment.
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate effectively both orally and in writing.
  • Ability to prepare effective reports.

 

Qualifications:

  • Certification at all levels in the primary area of Food Protection
  • Bachelor’s degree in sciences or public health
  • Master’s degree preferred.
  • Strong supervisory skill required.
  • Incumbent must obtain Environmental Health professional certification per chapter 381 FS and 64E-18 FAC at the level of supervisor over field personnel within 6 months of employment and maintain this certification bi-annually thereafter.
