POSITION SUMMARY:
This is a pool advertisement for multiple positions. These positions are located in the Information Technology Services Division (ITS); reporting to either the Policy Development and Planning Bureau Chief or the IT Budget and Planning Manager. These are full-time positions that are directly involved in the budget and contract management of FDLE’s information technology services.
DUTIES & RESPONSIBILITIES:

BUDGET AND PLANNING: This position provides oversight of project budgets/spend plans, works closely with the contracts team and serves as a back-up on the ITS Operating Budget. This position is responsible for planning, organizing, administering and reporting on various IT related projects; prepares and administers ITS project related budget reporting; assists in the procurement of products and services in ITS; conducts research and develops recommendations for Legislative Budget; Requests (LBR) for FDLE’s Office of Information Technology Services; assists in administering ITS contracts; assists in the administering of the ITS annual operating budget; and assists in the preparation of operational and strategic IT plans.
CONTRACTS: This position works closely with subject-matter experts to create statements of works for procurement of information technology services. This position is also responsible for developing and managing complex information technology contracts; works with FDLE ITS and divisions to establish deliverable timelines and agreements and ensure that they are in accordance with contractual requirements; analyzes commercial and government contracts and assists in identifying business and contractual risks; assists in writing specifications for IT products and services and statements of work for complex projects; and serves as focal point for business aspects of contractual performance with internal and external customers and set standards that promote good relations and open communication. The position also requires excellent facilitation and customer service skills.
To be considered as a potential candidate, you must meet the minimum qualifications(s) listed below. Degrees must be from an accredited college or university as recognized by the U.S. Department of Education.
MINIMUM QUALIFICATIONS:
- A bachelor's degree from an accredited college or university and three years of experience in planning, research and analysis, evaluation, or administrative work; or
- A high school diploma or its equivalent and seven years of experience in planning, research and analysis, evaluation, or administrative work; or
- Any combination of education or experience, as described above, for a total of seven years.
- A master's degree from an accredited college or university can substitute for one year of the required experience.
Note: 30 semester hours, or equivalent, of coursework from an accredited college or university is equivalent to one year of experience.
KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge of business contracts, concepts, principles, terms, and application;
- Knowledge of information technology terms and concepts;
- Knowledge of government procurement laws, rules, and practices;
- Knowledge of the methods of data collection and analysis;
- Knowledge of management principles and practices;
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document;
- work flow and other activities relating to the improvement of management practices;
- Ability to prepare well-organized and intelligible written documents;
- Ability to organize data into logical format for presentation in reports, documents and other written materials;
- Ability to conduct fact finding research;

BASE SALARY:
- $48,876.45-$60,000.00
Salary for the position will be commensurate with experience and training.

BACKGROUND:
FDLE requires an extensive background process of all recommended applicants.
