The Work You Will Do:

This Planner II position performs key program support functions related to financial and data management, as well as stakeholder engagement and outreach, under the direction of the Environmental Administrator for the Waste Cleanup Program’s Federal Programs Section within the Division of Waste Management located in Tallahassee, Florida.  The ideal candidate will possess excellent communication skills, discipline-specific knowledge, leadership skills, data management knowledge and skills, problem solving abilities and be highly effective in both the team and autonomous environment. The Planner II is responsible for assisting with management of the federal grant funding for the Federal Programs Section.  This position also performs administrative tasks in support of the Environmental Administrator and assists in maintaining the Institutional Control Registry, the Section’s public-facing webpage, and the Division’s waste cleanup database.

The Planner II provides program support for the section that conducts regulatory oversight for environmental restoration work conducted at federal facilities across Florida under state and federal regulations, including RCRA and CERCLA. This position interacts with other sections and divisions across DEP, DEP District Offices, as well as other state and federal partners, in order to support the progress of sites as they move through the environmental cleanup process.  This position is also instrumental at leading special projects, developing guidance and internal training, and tracking contaminated sites across the state.

Your Specific Responsibilities:

This position will provide operating consulting assistance and support to the Federal Programs Section with attention to program objectives, department policies, and state and federal regulations.  Employee is expected to understand and adhere to requirements of the provided federal grant funding.  Employee demonstrates job knowledge and adherence to applicable state and/or federal rules, regulations, policies, and guidance. Provides technical assistance, guidance, and feedback to staff, partners and customers as requested.

 

Performs the following duties:

 

Assists with grant and contract management for section, including grant and contract reporting, or other grant or contract required submittals as required or requested. Coordinates with Waste Cleanup Program and Division budget staff and provides requested information.

 

Assists with Section budget planning and tracking, including entry of data into a database or other specified formats if required, and other duties as required. Provide support to section & serve as F&A liaison for needs related to purchase of goods and services, travel, budget, and grant/contract management. Obtains quotes from vendors and writes specifications for the purchase of goods and services. Processes data in My Florida Marketplace as required. Responsible for the interpretation of purchasing policies and the resolution of purchasing related problems that may occur. Complete budget reporting and tracking as required or requested for the Section.

 

Ensure the timely and accurate entry of DOD program-related correspondence and documents into ERIC and OCULUS. Make recommendations for continued improvements to the ERIC database. Conduct quality assurance checks on ERIC data and provide corrections or coordinate the corrections are made.

 

Manage the maintenance of Section websites, including periodic quality assurance checks, coordination with others for updates and making suggestions for continued improvements.  Coordinate with section administrator on suggested and/or planned changes.

 

Lead on-boarding of new employees ensuring initial paperwork and training is completed for ERIC, OCULUS, STMS, WORKS, Outlook meeting management, conference room use, common drive file management, grant, and contract management. Participate in mentorship and cross-training to expand job knowledge.

 

Answers and routes incoming calls, receive messages and answer questions related to section policy and procedures. Respond timely to requests for information from the public, other governmental agencies or internal about the section-related programs and/or activities. Assists with responses to public records requests and other public and departmental inquiries.

 

Assists and/or leads meeting coordination for Section-hosted internal or external meetings. Participate in partnering meetings or field visits as assigned or requested that may include overnight travel.

 

Prepares forms, correspondence, memoranda, and other documents for Section staff. Opens, date stamps, logs (if required) and distributes incoming mail and processes outgoing mail as needed.

 

Produces or ensures the production of high-quality, on-time work products.

 

Special projects and other duties as assigned or requested.

 

Required Knowledge, Skills, and Abilities:

Knowledge of State P-Card rules and processing, including use STMS and Works.

Knowledge of FLAIR and SAMAS.

Knowledge of office procedures and practices.

Knowledge of standard business formats and styles for letters and business forms.

Knowledge and skills in typing, word processing, basic filing practices.

Skilled in the use of Microsoft Office products, particularly WORD and EXCEL.

Ability to use MyFloridaMarketplace.

Ability to use standard business formats and styles for letters, etc.

Ability to plan, organize and coordinate work assignments effectively.

Ability to establish and maintain effective working relationships with others.

Ability to work with the public in a professional, tactful, and courteous manner.

Knowledge of ERIC and OCULUS preferred.

Knowledge of applicable state and federal regulations regarding contracts and grants and skills in contract and/or grant management preferred.

Knowledge and skills in GIS preferred.

 

Required Qualifications:

An associate degree from an accredited college or university and two years of verifiable experience in planning, evaluation, research, analysis, business, government, social, health or rehabilitative services or fiscal work; or any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.

A Valid Driver’s License.
