The Purchasing Specialist position is a highly responsible position within the Bureau of. The incumbent is responsible for job duties related to various procurement activities and will assist where needed within all sections of the bureau.

The Division of Administrative services provides centralized administrative support to the department and its employees. Within this Division, the Bureau of Procurement and Contracting Services is responsible for the department’s procurement and contracting needs This position will assist the 3 sections (MFMP, Contracts & Procurement) within the bureau as well as special projects assigned to the bureau and will report to the Bureau Chief of Procurement and Contracting Services.

Your Specific Responsibilities
This position will cross train on various procurement & contracting duties and responsibilities as required by the Chief of Procurement and Contracting Services. Assist the Bureau Chief and other management staff with special reporting projects and updates to guides and training material. Ensures compliance with all Department Policies, Florida Statutes, Administrative Code, and other Purchasing Rules, Regulations, and Procedures.
Assists the Procurement Section, as needed with reviewing competitive solicitation documents and other solicitation activities. Assists the Contracts Section, as needed with drafting, reviewing, and processing contracts. Also assists with entering required documentation in FACTS and OCULUS. Assists the MyFloridaMarketPlace (MFMP) Section, as needed with reviewing MFMP requisitions and quality assurance reviews of agency purchasing card purchases.
Proactively identifies and meets the needs of all customers both internally (section, bureau, division, & agency) and externally (citizens, vendors, recipients, other agencies, etc.). Employee is expected to be prompt, responsive, solution oriented, helpful, cooperative, polite, respectful, and concerned for the customer at all times. Performs other related duties as required.
Required Knowledge, Skills, And Abilities
Knowledge of and ability to apply Florida Statutes, Administrative Code, and other authorities as applicable.
Knowledge of contract requirements and guidelines to include Chapters 211, 215, 255 and 287 F.S; Chapters 60A-1 and 691 F.A.C; and CFO Memoranda.
Knowledge of and ability to effectively use the state’s purchasing system.
Knowledge of the Florida Accountability Contract Tracking System (FACTS).
Ability to create job aids, tools, and other materials and train and assist employees in the use of new forms, reports, and procedures.
Ability to review contracts and grant agreements to ensure compliance with applicable statutory and regulatory requirements.
Ability to work independently and apply problem-solving techniques.
Ability to comprehend and apply applicable rules, regulations, policies and procedures.
Ability to communicate effectively and accurately both verbally and in writing including use of proper grammar, spelling, and composition of the English language.
Ability to establish and maintain effective working relationships with others.

Minimum Qualifications
High school diploma or GED equivalent; or three years of verifiable related work experience, or
At least one year of experience working in a State of Florida purchasing or procurement office as a Purchasing Agent or higher, or
At least one year of experience working in contract and/or grant administration, or
At least one year of experience working in a State of Florida governmental position who’s job functions required them to be familiar & knowledgeable with procurement statute, rules and policies.
Proficiency in Microsoft Office, specifically Word, Excel, Outlook and PowerPoint to include Excel functions and formulas and designing presentation materials.
