Your Specific Responsibilities:
This position is responsible for professional work within the Vendor Management Unit of the Bureau of WIC Program Services. The incumbent is responsible for monitoring, evaluating and providing consultation for the Vendor Management component of the Florida WIC Program. This position is 100% supported by the federal Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) grant, and the incumbent in this position is responsible for the following tasks:
Conducts audits of vendor wholesale and supplier invoices compared to WIC EBT redemptions. Identifies imbalance in payments, recovery of payments not supported and additional training required for vendor activities. Manages the monitoring of vendor compliance with audit requirements. Recommends changes in procedures, wholesale and supplier sources and necessary.
Interprets federal and state laws, regulations, rules, policies and procedures to ensure compliance in the area of WIC vendor management. Provides technical assistance to retail grocers (vendors), local WIC agencies, other departmental staff and participants about vendor management through training, on-site visits, written and electronic communication or via the telephone. Serves on work teams to solve operational and programmatic issues.
Investigates cases of potential fraud or program violations. Research may require the incumbent to access Facebook, Craigslist, or other social media websites to identify, track and document potential WIC fraud and abuse. Collects evidence and recommends corrective actions or penalties as appropriate. Serves as an expert witness in trials or hearings.
Provides technical assistance, training and guidance about program policies and procedures to vendors, local WIC agencies, program participants and other departmental staff through staff training, on-site visits, and correspondence or via the telephone. Serves on work teams to solve operational and programmatic issues.
Responsible for the management, maintenance and effectiveness of Bureau authorized wholesale/supplier register. Researches all wholesale and supplier proposed for the register and makes recommendations on their approval or denial. Develops methods of evaluating the price and cost competitiveness of each wholesale supplier on the register. Maintains professional association with all wholesalers and suppliers. Remains current on the wholesale and retail pricing and product availability for WIC to include analysis of traffic and delivery patterns advantageous to the WIC program.
Required Knowledge, Skills, and Abilities:
Knowledge of: quality improvement principles and techniques; the principles of public health administration, planning and regulation; the methods of data collection and analysis; problem solving techniques; correct spelling, grammar and punctuation; and WIC Program regulations and policies.
Skill in: the use of microcomputers and standard software programs; public speaking and communicating technical information at appropriate levels to different audiences.
Ability to: understand and apply applicable rules, regulations, policies, and procedures; think critically; compile, organize, analyze and evaluate data; organize data into logical format for presentations, reports, and documents; develop reports, manuals, policies and procedures; review data for accuracy and completeness; develop objectives, strategies, plans and effectively implement; review and evaluate plans, processes and programs to identify improvements and adjustments needed to ensure program effectiveness and efficiency; implement corrective actions and evaluate the results; present negative findings in an effective manner; conduct basic research; utilize problem solving techniques; provide consultation and expert advice; plan, organize, prioritize and coordinate work assignments to ensure timely completion of quality, accurate work products; communicate effectively, verbally and in writing; establish and maintain effective working relationships; and work independently.
