POSITION DESCRIPTION:
Supervises employee by communicating with, motivating, training, and evaluating employee, planning, and directing employee’s work.
Maintains the Department’s quality assurance program governing steel fabrication, galvanization facilities, and timber producers. Evaluate projects and processes to determine current performance status. Make and recommend improvements to optimize delivery or improve results. Notify stakeholders of any changes to the project/process. Ensure each project and process is consistent, predictable, and repeatable.
Supports consultant contracts required to implement quality assurance activities in accordance with the applicable rules, laws, and procedures of the Department. Reviews the consultant work effort. Develops
the scope of consultant task work orders. Reviews and comments on invoices.
Review quality control plans, construction plans, specifications, procedures, and any other documents necessary to execute the Department's mission. Provide clear comments as requested in time to be useful to the customer. Provide technical solutions when project specific plans, specifications, procedures, or processes do not concur with the Department's policies and procedures.
Inspects materials in the field during construction maintenance or design in a timely manner as requested by customers. Assesses material compliance with Department requirements. Inspects ongoing activities and documentation of materials related testing and inspection. Performs forensic analysis of failures. Analyzes in place conditions and assists with warranty inspections as required. Determines the root cause of failures based on in-place conditions. Provides feedback and proposes solutions and technical assistance if necessary or as requested by customers. Documents and reports findings.
Develops, revises, reviews, and maintains Department specifications, procedures, manuals, and all other pertinent documents related to the quality assurance of steel and timber materials. Addresses comments
during the review processes and facilitates completion of new technological and procedural implementations. Completes these tasks on time.
Perform Contract Research Project Development and Management. Identify research needs and decide whether conducted research will be in-house or by contract. Prioritize list of projects into a single annual
materials research initiative. Develop scopes for research projects. Evaluate research proposals. Act as the research contract Project Manager. Ensure research schedule and funding are managed so that
project is completed in accordance with the contract documents. Facilitate the implementation of research findings. Research Components: Develop scopes, set up research panels, review proposals, review and approve deliverables and invoices on time.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the concepts, terminology, principles, and analytical techniques of structural materials used in highway construction. Knowledge of engineering design, construction, production and/or operations. Skill in using engineering tools, equipment and/or instruments. Ability to analyze and interpret engineering data. Ability to plan, design, evaluate and investigate engineering works and systems. Ability to apply engineering quantitative techniques. Ability to monitor and inspect engineering projects. Ability to solve problems relating to engineering. Ability to plan, organize and coordinate work assignments. Ability to communicate engineering information effectively. Ability to establish and maintain effective working relationships with others. Ability to supervise.
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Must have, or obtain within one year from the appointment date, the American Welding Society (AWS) Certified Welding Inspector (CWI) Certification.
OTHER JOB RELATED REQUIREMENTS: This position will be required to respond before, during and following emergency situations.
MINIMUM QUALIFICATIONS: Prior experience using engineering or manufacturing tools, equipment and/or instruments; and Prior experience operating a personal computer for word processing, spreadsheet, and/or database applications; and Prior experience with evaluating construction materials; and graduated from high school or possess an acceptable equivalency diploma.
