General Description
The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. Overview of Job:
Under the direction of the Operations Manager, the Housing Processor processes and accumulates documentation to substantiate a family’s rental assistance subsidy and the eligibility of the unit to be occupied. The work involves administering waiting lists; collecting completed applications for assistance, third party verification of income, citizenship status, family composition, preference status; and obtaining documentation that the rental unit to be leased qualifies for the Program. Once a subsidy is funded, the technician processes documentation substantiating changes in family status, lease terms, subsidy payments, property ownership changes, and other issues required by the Program regulations.
RESPONSIBILITIES AND STANDARDS
The following examples are illustrative of the essential functions identified for this class title. Additional essential functions may be identified at any time.
Responsibility Number 1
Assist families to become qualified for Program participation and process the required documentation to substantiate eligibility.
STANDARDS:
1. Become familiar with the Program requirements and regulations by studying the Program guidelines and OPMs.
2. Respond to citizens inquiring into Program benefits by patiently explaining the Program in understandable terms.
3. Possess sufficient proficiency with the DEC so the subsidy information can be appropriately input when verified and, upon request, the status of any component in the process can be quickly verified.
4. Add potential applicants to a county’s waiting list, as appropriate.
5. When reasonable to do so, verify the information on the application for rental subsidy provided by the family (income, disability, medical expenses, citizenship, ages of dependents, marital status, etc.).
6. Verify or collect other subsidy or the rental unit information as directed by the Housing Administrator to complete the documentation for underwriting the subsidy.
7. Input family files data into the DEC.
8. As directed by the applicable Housing Administrator: schedule eligible families for the Program briefing; schedule the caseload; send repair letters; and perform other tasks in support of the Housing Administrator.
Responsibility Number 2
As required by the Program regulations and guidelines, assist families and process documentation to continue (or discontinue) a family’s or owner’s participation.
STANDARDS:
1. Be thoroughly familiar with the regulations governing family eligibility.
2. Respond to tenants and landlords inquiring into continuing Program benefits by patiently explaining the Program in understandable terms.
3. In a timely manner, initiate and process documentation related to revisions in the family composition, income, and occupancy.
4. As appropriate, send computer generated or other Program form letters to tenants and landlords.
5. Input into DEC and file in Family File, any changes to landlord or tenant mailing addresses.
6. Process changes in property ownership.
7. Promptly input into the DEC computer all pertinent data required by the system so that subsidy payments will be processed (or withheld) in a timely manner.
8. Cross-reference Department of Labor reports to verify reported income of participants.
Responsibility Number 3
Maintain electronic and hard files on each family as required by Program regulations.
STANDARDS:
1. Obtain a general working knowledge of the DEC/AOD system and the Program forms and processes
2. Assemble each family file in the manner prescribed.
3. Input data accurately and timely into the DEC files.
4. Place in the hard file written documentation or make notes to file of verbal notification of changes in status or requests for assistance sought by tenants or landlords.
5. As families terminate the program, remove the files from DEC and from the hard file cabinets and prepare for archival storage.
Responsibility Number 4
Assist in general clerical duties as required.
STANDARDS:
1. Stand in for the receptionist in his/her absence, as assigned.
2. Process incoming and outgoing mail.
3. Assist the Regional Administrator with general administrative support, as directed.
KNOWLEDGE, SKILLS, AND ABILITIES
KNOWLEDGE: Working knowledge of the DEC/AOD software system. Familiarity with a personal computer (the Gateway) is needed to verify DFACS GoNET data.
SKILLS: Ability to operate word-processing equipment, photocopy, fax, shredder machines and programmed phones.
ABILITY: The incumbent must possess and employ significant skills to communicate effectively by phone and in person with a wide spectrum in education among tenants, landlords, employers, officials, fellow employees, and service providers.
EDUCATION AND EXPERIENCE
The following standards express the minimum background of training and experience DESIRABLE as evidence of an applicant’s ability to qualify for this class title. Other training or experience, if evaluated as equivalent, may qualify an applicant for a position within this class.

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently in-office position. This position is full time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.
PHYSICAL/SENSORY REQUIREMENTS
Sedentary Work – Ability to exert 10 - 20 pounds of force occasionally, and/or negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
