STATE PROFILE SUMMARY: Under limited supervision, provides expert level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level staff.
JOB RESPONSIBILITIES:
- This position will serve as the point of contact and lead engineer over one of six regions that the signal group has divided the state into.
- This specific posting serves as the point of contact and manage the West and East Regions (Gwinnett, Rockdale, Dekalb, Cobb, Clayton and Douglas Counties) from the TMC.
- Each of the five assistant state signal engineers are responsible for managing the day-to-day operations and contracts associated with the region which includes: (1) coordination with the consultant teams on the contracts, (2) coordination with the districts for traffic signal maintenance and operation needs, (3) development and review of maintenance requests, (4) review of traffic signal plans, (5) monitoring ATSPMs in the region, (6) development and review of improvements to the timing and operation of traffic signals, (7) working with the State Signal Engineer and other assistants to ensure consistency throughout the state, (8) developing and reviewing documentation for training and statewide consistency, (9) managing and tracking budgets and invoices, and (10) developing and implementing new initiatives and policies as statewide signal operations evolve.
- An Assistant State Signal Engineer will report to the State Signal Engineer and be responsible for the development and management of two traffic engineers.
- Other duties as assigned.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.
STATE ENTRY QUALIFICATIONS:
- Bachelor's degree from an accredited college or university in a related field AND Two years of related experience
- OR Associate's degree in a related field from an accredited college or university AND Three years of related experience
- OR One year of experience required at the lower level Transportation Specialist 3 (TRP052) or position equivalent.
AGENCY SPECIFIC QUALIFICATIONS:
- Possess a Bachelor's degree in Civil Engineering or Civil Engineering Technology from an ABET accredited college or university and two years of related experience.
- Possess an EIT
- Knowledge of traffic engineering.
- Knowledge of traffic signal operation, timing and design requirements
- Knowledge of interpretation and application of ATSPMs on signal timing and operation
- Knowledge of engineering standards and guidelines specifically related to signals
- Ability to analyze data to make operational or design decisions.
- Experience analyzing and formulating solutions to complex design problems and recommending the best solution.
- Experience preparing and reviewing clear, organized written engineering documentation and reports.
- Ability to manage a contract, project or program
- Ability to track and manage a budget
- Ability to organize work including balancing resources to manage conflicting deadlines in a manner that achieves all project goals.
- Ability to work independently of direct supervision and guidance
- Ability to work in a team environment

AGENCY PREFERRED QUALIFICATIONS:
- Possesses PE (certification as a Professional Engineer)
- Ability to manage and train entry level engineers
- Ability to define and implement engineering solutions which address engineering deficiencies in transportation infrastructure.
- Possess strong oral communication skills with the ability to express ideas and facts to groups and individuals.
- Experience interacting management within the Department, with the public, local and state government officials.
- Experience working and communicating with supervisors, local officials, engineering consultants, other Department of Transportation offices, Federal Highway Administration (FHWA) and the general public to meet their needs.
- Negotiates effectively with internal and external clients, including consultants, to reach a mutually acceptable solution or contract which is responsive to the interests of the Department.
- Knowledge of the organizational structure, policies, rules and regulations of the Georgia Department of Transportation.
