Duties & Responsibilities:
The REP Planner is responsible for the maintenance of radiological equipment inventory, the development, review and maintenance of REP plans and procedures, coordination, and delivery of training to emergency response personnel, and participation in radiological exercises. The position requires the exercise of independent judgment and initiative as well as the ability to work within a team. The REP Planner will represent GEMA/HS in training, meetings, conferences, and exercises. A successful candidate must be able to multitask and deliver work products meeting stringent federal, state, and local requirements.
Specific responsibilities include the following:
- Become familiar with the current inventory of radiological detection equipment to include, but not limited to, dosimetry, handheld meters, and portal monitors to support local radiological response activities.
- Coordinate with local jurisdictions to deliver and maintain a current inventory of radiological detection equipment.
- Maintain electronic documentation of inventory, location, and calibration of radiological detection equipment.
- Maintain electronic documentation of all other REP equipment.
- Maintain inventory of the REP storage room and keep the space clean and usable.
- Identify and fulfill logistical needs to support REP activities to include, but not limited to, obtaining quotes from outside vendors, preparation, and submittal of Requests for Expenditure, tracking of resources and supplies, upkeep of REP vehicles, and maintenance of vehicle logs.
- Maintain schedules for communications tests and drills utilizing REP equipment in the State Warning Point and coordinate with all stakeholders prior to all tests and drills.
- Develop and maintain an in-depth knowledge of radiological emergency preparedness program requirements contained in the FEMA REP Program Manual and NUREG-0654/FEMA-REP-1, Rev 2.
- Based on REP program guidance above, develop an awareness and understanding of state and local REP plans and procedures currently in place.
- Support an annual review and update of REP plans and procedures to ensure they meet the current standards and criteria contained in the FEMA REP Program Manual and NUREG-0654/FEMA-REP-1.
- Identify areas for potential enhanced capability through the development and implementation of new plans, policies, or procedures.
- Support the development of topic-specific materials to include attendance rosters, agendas, handouts, and visual presentations for REP training, meetings, and exercise activities.
- Coordinate the scheduling and availability of appropriate resources such as materials, equipment, personnel, and facilities needed to support REP training, meetings, and exercise activities.
- Provide clear and effective oral and written communications to a wide variety of audiences to include small and large groups, officials from partner agencies and organizations, and other stakeholders.
- Awareness of exercise design process as identified in the Homeland Security Exercise and Evaluation (HSEEP) Program Guidance and exercise criteria as identified in the FEMA REP Program Manual.
- Participate in pre-exercise activities to include initial/midterm/final planning conferences and training events.
- Participate in REP exercises as a player, controller, or evaluator from various locations such as the State Operations Center, Forward Emergency Operations Center, Joint Information Center/System, or the Emergency Operations Facility.

Position specific qualifications:
Ability to travel overnight, statewide, and regionally, as dictated by the functions of the position and the business needs of the agency.
Preferred Qualifications:
- Bachelor’s or Master’s degree in Planning, Public or Business Administration, Emergency Management, Homeland Security, Environmental Sciences, Public Health, Medical Science, Medical or Radiation Health Physics, or other field applicable to program responsibility from an accredited college or university
- Experience working with Microsoft products, specifically Word, Teams, and Excel.
- Experience maintaining inventory of equipment and respective storage areas.
- Professional level work experience in planning, emergency response and preparedness, emergency management, or a related field
- Experience in developing and reviewing emergency preparedness plans
- Experience working with dosimetry, handheld meters, and portal monitors
