The EM Logistics Officer serves in the Hawaii Emergency Management Agency (HI-EMA), Department of Defense (DOD). The functions of the HI-EMA are to prepare for, respond to, and recover from disasters and emergencies caused by natural or human-caused hazards. This important mission is implemented through 24/7 alert and warning systems, hazard mitigation programs, disaster preparedness, logistics and emergency response operations, and disaster
recovery programs.
The functions of the Logistics Branch are to support HI-EMA’s mission through its Resources, Telecommunications IT, and Communications & Warning Sections. These sections provide all-hazards preparation planning regarding logistics and critical systems necessary to coordinate incidents, emergencies, and disasters. The Resources Section maintains and updates the logistics functions in the HI-EMA emergency management documentation and determines, purchases, receives and maintains stored supplies and equipment in good working order to be responsive. This section also manages the HIEMA’s Capital Improvement Program (CIP) projects and warehouse with inventory control measures. The Telecommunications IT Section plans, develops and manages the HI-EMA computer systems, oversees the video teleconference (VTC) system in the Birkhimer tunnel location and the Governor’s Office, and other locations throughout the State, and the Communications & Warning Section oversees and maintains the telecommunications systems and outdoor siren warning systems statewide.
The primary purposes of this position are to provide staff direction and supervision of the sections of the Branch. It advises the Administrator and Assistant Administrator on matters pertaining to logistics, warehouse and inventory, computer systems, VTC system, and outdoor siren warning systems statewide to support the state’s emergency management and disaster relief programs.
KNOWLEDGE:
Knowledge of laws, operations, and objectives of the emergency management program; federal laws affecting State emergency management administration; emergency management and communication operating practices and procedures; State and local governmental organizations, programs and functions; public relations and public information requirements; functions and operational requirements of logistics and inventory management, telecommunications and IT systems implementation and maintenance, and siren warning systems development and maintenance.
SKILLS / ABILITIES:
Ability to develop and maintain emergency management operational plans; plan, organize, coordinate and direct the work of others; prepare clear and concise reports; establish and
maintain effective working relationships with public and private groups and individuals; speak effectively before groups and individuals; act decisively in emergencies; coordinate and motivate key government and community personnel; read and comprehend a broad variety of technical material relating to natural and human-caused disasters; research, analyze and develop technical proposals; train others in operations and routine maintenance of sirens; develop and execute grant proposals, develop and administer contracts; write clearly and effectively such material as federal grant proposals, reviews and correspondence.
EDUCATION:
Graduate from a four (4) year accredited college or university with a bachelor’s degree in emergency management, homeland security, public administration, business administration or a related field.
EXPERIENCE:
Six (6) years in the development and maintenance of plans and procedures for one or more functional areas of the emergency management program.
One (1) year of supervisory experience which include: (1) planning and directing the work of others (including professional emergency management specialists); (2) assigning and reviewing their work; (3) advising them on difficult problems or potential problem areas; (4) training and developing subordinates; and (5) evaluating their work performance.
Current valid Driver’s License to operate a vehicle in the State of Hawaii.
Must be able to obtain a security clearance.
Completion of the National Incident Management System (NIMS) Certification within 6 months of hire.
Completion of Professional Development Series (PDS) Certification within 6 months of hire.
Possession of Certified Emergency Manager (CEM) Certification is desired.
This position must be available at all times to respond to no-notice incidents, emergencies, and disasters by deploying to the State Emergency Operations Center. This position also serves as a State Emergency Response Team (SERT) member and HI-EMA Emergency Response Team Member during disasters and emergencies.
This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will", which means that you may be discharged from your employment at the prerogative your department head or designee at any time.
