The Idaho Transportation Department is currently recruiting for an Environmental Planner to provide environmental support for transportation projects. This position is located at the District 4 office in Shoshone, Idaho.

The incumbent in this position will work as a member of a team of environmental and engineering professionals to deliver highway, bridge, and other transportation construction projects in Idaho. This position will focus on the management of mineral sources for highway construction materials and completing the environmental processes required to deliver and construct state-wide projects. This position will be responsible to assure compliance with the National Environmental Policy Act, Section 106 of the National Historic Preservation Act, and Section 4(f) of the Department of Transportation Act.

Note: This position does have occasional travel and fieldwork. A driver's record check will be required before a final job offer is made. 
  • Make determinations of project effect on the environment;
  • Serve as technical support to the Federal Highway Administration, ITD, or local government staff in environmental resource areas;
  • Coordinate with the State/Tribal Historic Preservation Office, federal agencies, tribal staff, consulting parties, private parties, contractors, and consulting firms as needed;
  • Review, recommend, author, and implement procedures, policy, and guidance;
  • Review, interpret, and recommend comments on proposed rulemaking;
  • Conduct compliance monitoring;
  • Develop process improvement and/or streamlining tools;
  • Develop or support training and/or presentations;
  • Develop and negotiate interagency agreements;
  • Implement and track performance measures and reporting;
  • Manage consultant agreements and contracts as needed.
Good knowledge of:
  • Environmental concepts and planning techniques and impacts associated with transportation project location, design, construction and maintenance
  • Environmental design principles
  • Mitigation methods
Some knowledge of:
  • Engineering concepts related to environmental plans
  • Federal regulations and statutory requirements for environmental documentation
Experience:
  • Collecting, analyzing, and interpreting data
  • Writing technical reports
  • Preparing and making presentations of technical findings
