The MTSS and Data Analysis and Support Coordinator is part of the special education team with key responsibilities for ensuring that Local Education Agencies (LEAs) have the information and supports necessary to serve students with disabilities and are in compliance with the Individuals with Disabilities Education Act (IDEA); especially provisions related to problem solving teams (MTSS) and the dissemination and utilization of data to support LEAs in improving outcomes for students with disabilities. This position would, among other tasks, make presentations at education conferences and workshops regarding effective practices in Tiered Systems of Support and Professional Learning Communities, provide training and technical assistance to school district personnel, assist in monitoring school districts for compliance with state and federal special education laws and participate in instructional reviews. This position requires an understanding of MTSS processes and practices, special education rules, regulations, and experience providing services to students using a tiered framework. This position also requires the ability to present, review, and explain data to LEAs and SDE staff.
This is a full-time position serving under an appointment of the State Superintendent of Public Instruction.

Participate in program planning, development, training, and implementation.
Utilize the language and key tenets of a professional learning community to implement tiered support and monitoring framework.
Assist with statewide special education monitoring activities.
Support other SDE departments in developing and implementing tiered supports within Idaho LEAs.
Participate in reviews and coordinate educational and community partner groups through Idaho Special Education Manual revisions.
Collaborate with other SDE departments to align instructional standards and practices.
Provide expert knowledge to LEAs, other departments in the SDE, and other stakeholder groups related to evidence-based instructional strategies for student with learning disabilities.
Compile statistical and narrative data and write reports of trends and findings for management review and use in state and federally required reports.
Assist in analyzing and presenting LEA-level data and support LEAs in the analysis and use of building-level and student-level data for goal-setting to improve student outcomes.
Participate on the Optional IEP software system development team.
Assist in the development and provision of technical assistance and support to local education agencies regarding state and federal monitoring and program improvement procedures.
Make presentations and provide statewide training to small and large groups using face to face and distance education methods.
Respond to inquiries and advise others on topics related to MTSS, SLD, and other special education processes.
Establish positive, collaborative relationships with Administrators, Special Education Directors, related services providers, and teachers in ensuring the compliant implementation of IDEA as described in the Idaho Special Education Manual.
Work with Idaho SESTA (Special Education Support & Technical Assistance) in the development of new guidance and/or training programs and changes to existing guidance and/or training programs.
Develop resources and materials to assist the SDE and local education agencies in implementing strong data review and MTSS processes.
Act as a liaison to other state agencies and organizations working on behalf of students with learning disabilities.
Be familiar with the IDAPA rules that govern School-Based Medicaid and related services.
Knowledge of IDEA and how to access Medicaid services within the educational setting.
Provide direct technical support and professional development for teachers and administrators on all aspects of School-Based Medicaid rules and regulations as they apply to IDEA.
Maintain the School-Based Medicaid web page on the Idaho Training Clearinghouse including publishing and updating all Advisory Meeting activities, documents, training materials, FAQs, and resources on a regular basis.
Work collaboratively with the Medicaid Policy and Integrity Unit to address practice and policy concerns as they relate to the implementation of School-Based Medicaid in the educational setting.
Partner with Medicaid Policy and Integrity Unit to answer school district questions related to IDEA and IDAPA rules governing School-Based Medicaid.
Co-chair the School-Based Medicaid Advisory Committee.
Perform other duties as assigned.
Applicants must have a Bachelor’s degree, Master’s preferred, in education or special education from an accredited college or university.? Consideration will be given for advanced degrees/experience in specific learning disabilities, special education law, and tiered systems of support.
Applicant must have a minimum of three years’ experience in the field of special education, or a closely related field, in a position with direct experience providing special education services to students with disabilities. Additional consideration will be given for experience in program evaluation, compliance monitoring, in-service training, and provision of technical assistance, experience as a supervisor or director of special education, school administration, or similar positions.
Applicant needs knowledge of the theory and practice of public education, including an understanding of professional learning communities, tiered systems of support, systemic planning, and universal design.
Applicant needs to have extensive knowledge of the delivery of special education service design and delivery under IDEA and the Every Student Succeeds Act (ESSA).
Comprehensive knowledge of the characteristics, identification, and methods of special education service provision for exceptional children ages 3-21 required.
Applicant must have the ability to communicate well orally and in writing with a variety of constituent groups.
Applicant must have interpersonal skills and abilities to work effectively as a member of a team, promote team goals, and maintain team climate.
Good knowledge of office support functions, including word processing, filing, composing a variety of business documents, reception, and researching, compiling, and summarizing data for reports.
Ability to prioritize and organize multiple activities to reach established goals.
Ability to travel to provide technical assistance and training throughout the state.
Ability to establish and maintain effective and collaborative working relationships with school districts, advisory, and community groups regarding special education.
PHYSICAL DEMANDS:
Approximately 90% of time is spent sitting at a desk or workstation, up to 4 hours at a time.
Approximately 10% of time is spent standing, walking, bending, and kneeling.
Occasional lifting may be required, frequently less than 5 lb, but may be up to 20 lb.
