Position Overview
The Division of Mental Health is seeking to hire an Assistant Program Director for a residential treatment center for Sexually Violent Persons located in Rushville, Illinois to plan, direct and manage administrative, clinical and programmatic areas at the facility to include Rehabilitation Services, Fiscal Services, Information Services and Support Services. Provides guidance in determining operational and program goals and objectives. It’s the goal of the agency to provide comprehensive healthcare diagnostic and treatment services according to mental health needs and standards of care and accreditation standards, to ensure individual mental health needs are addressed in a professional and timely manner.
Job Responsibilities
- Serves as the Assistant Program Director for the Treatment and Detention Facility.
- Serves as a contract monitor for various facility wide contracts.
- Directs and manages the Chief Engineer to verify the facility physical plant and grounds are maintained.
- Serves as full-line supervisor.
- Serves as a member of facility and statewide committees and groups such as Executive Council, Quality Management Council, etc.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course in finance, accounting, business administration or management systems.
- Requires four (4) years of progressively responsible administrative budgeting and finance experience in a public or private business organization.
Preferred Qualifications (in priority order)
- Five (5) years of professional experience interpreting, recommending, designing and implementing budget plans for a public or private organization
- Three (3) years of professional contract monitoring experience for a public or private organization.
- Three (3) years of professional experience creating, managing and reviewing budgets for a public or private organization.
- Three (3) years of professional experience planning, directing and managing administrative, clinical and programmatic areas in public or private organization.
- Three (3) years of professional experience interacting with and communicating in oral and written form with internal and external stakeholders.
- Three (3) years of professional experience working with residential treatment programs, services, policies and procedures.
- Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, preparing and signing performance evaluations and approving time off.
- Three (3) years of professional experience developing and interpreting policies and procedures for a public or private organization.
- Three (3) years of professional experience working with State standards and regulations relative to residential care and treatment programs.
- Three (3) years of professional experience developing strategic budget plans, long and short-term goals for a residential treatment program.
Conditions of Employment
- Requires the ability to travel.
- Requires the ability to work on-call, after business hours and weekends.
- Requires basic proficiency in the use of a personal computer including utilizing Microsoft Office Software, including Excel, PowerPoint, SharePoint and accounting software.
- Requires ability to therapeutically interact with residents in a 24/7 residential facility for Sexually Violent Persons.
- Requires the ability to meet all agency vaccine/health-related policies and guidance.
