Capital Development Board (CDB) is looking to hire a Capital Program Analyst. This position is accountable for coordination of the development and implementation of the State of Illinois' Capital vertical construction program and projects, assisting with the capital planning for Illinois State Agencies, Higher Education Institutions and other construction related initiatives. The incumbent will be trained to be accountable for developing and implementing capital projects and programs funded directly through CDB, as well as those funded by User Agencies.
Essential Functions
20% 1. Coordinates activities required to identify projects that meet user agency maintenance and programmatic needs, working with User Agencies on their annual capital request submissions and identifying project requests to be surveyed.
20% 2. Coordinates and develops the scope assessment materials to inform the construction management teams of all relevant project elements and constraints such as federal grants, Art- in-architecture requirements, multiple funding sources etc. Schedule and lead agency monthly meetings and assist with the resolution of project issues.
15% 3. Works with the project team to reconcile program/scope statement issues and provides assistance to User Agencies and project managers in the resolution of project funding problems. Guide capital program development and implementation activities. Provide project scope, timeline, and funding summaries on projects and works independently with large complex agencies and programs.
15% 4. Works with other Capital Development Board (CDB) staff and User Agencies to initiate action on projects which are funded from User Agency appropriations. Works with Governor's Office of Management and Budget (GOMB), Governor's Office (GO), User Agencies and other CDB staff members and units to develop the annual capital program and a release schedule for all funded projects with respect to the particular funding source(s) and timing requirements for the project.
10% 5. Maintains accurate records of projects from the initial request for the project through completion of the project if funded. Assists the project teams by answering questions regarding the scope of work and providing interpretations of legislative language during the design and construction of the project.
10% 6. Evaluates, recommends, develops and implements alternative capital funding mechanisms, such as grant programs and other specialized programs as requested by the administration and conducts administrative duties related to special programs or initiatives. Provides assistance on capital projects to local government agencies.
5% 7. Provides official response to legislative inquiries on requested and funded projects. Assists and guides CDB staff in program development and administration activities for assigned agencies.
5% 8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four years of college preferably in business, public administration, accounting or other related field.
2. Two (2) years of professional experience in a public or private organization.
Preferred Qualifications
1. Bachelor's degree in business, public administration, accounting or another related field.
2. Prefers working knowledge of software applications including but not limited to Excel, Microsoft Word, Power Point, Outlook, and Webex.
3. Prefers working knowledge to identify and research issues and to develop sound strategies and options for implementing solutions.
4. Prefers working knowledge to manage work tasks while meeting critical deadlines.

The Capital Development Board (CDB) oversees the construction of new state facilities, such as prisons, state parks, mental health institutions, and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.
