Position Overview
The Division of Rehabilitation Services is seeking to hire a dynamic and organized contract advisor with strong leadership and communication skills. This position serves as a Contract Advisor to various community providers and school districts in the development and monitoring of contractual agreements to provide services to individuals with disabilities in the Vocational Rehabilitation Program. The Division of Rehabilitation Services (DRS) is the state’s lead division serving people with disabilities committed to diversity, equity, inclusion, accessibility, and racial justice. The mission of the Division is to assist individuals with disabilities in achieving their goals of employment, education, and independent living.
Job Responsibilities
Serves as Contract Advisor, in the Transition and Community Rehabilitation Services Unit, working with community providers and school districts in an assigned geographical area in the development and monitoring of contractual agreements to provide services to individuals with disabilities in the Vocational Rehabilitation Program.
Develops, administers, and monitors services provided in the contracts.
Develops spending plans, utilizing an allocated budget for contracts.
Travels to conduct on-site visits of programs, agencies, and schools.
Conducts in-service trainings with both Community Rehabilitation Programs (CRP's) and school districts statewide related to contractual needs, policies, and procedures.
Represents DRS in various capacities including but not limited to local Transition Planning Committees and local office meetings to provide ongoing technical support regarding transition needs to facilitate job development and activities.
Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
Requires knowledge, skill, and mental development equivalent to complete four (4) years college, with courses in social welfare administration, rehabilitation counseling, social work, vocational guidance, or a closely related field.
Requires a minimum of two (2) years' experience related to vocational rehabilitation services to individuals with disabilities.
Preferred Qualifications
Two (2) years of professional experience working in a public or private agency with federal and state regulations related to rehabilitation programs such as the Rehabilitation Act and amendments, the Workforce Innovation and Opportunity Act, and the Americans with Disabilities Act.
Two (2) years of professional experience developing and/or coordinating service through contractual agreements to provide vocational rehabilitation services to individuals with disabilities within a public or private entity.
Two (2) years of professional experience developing budgets and spending plans and managing contractual obligations and expenditures within a public or private entity.
One (1) year of professional experience working with a community provider and/or educational entity to provide transition and/or employment services to persons with disabilities.
One (1) year of professional experience providing attention to detail ensuring accuracy and appropriateness in vouchers, reports, and documents.
One (1) year of professional experience interacting and communicating clearly and effectively both orally and in writing, with a wide range of individuals that include state agency officials, the public, employers, community service providers, and internal and external stakeholders.
